Responsibilities
• Supervise the work of the contractor and support him with advice
• Prepare field technical reports, BoQs and drawings of potential/selected structure for shelter and Infrastructure construction/reconstruction/rehabilitation
• Assist to maintain and update contract files on each construction project
• Provide technical inputs in the general supervision, progress of construction activities and control of quality of materials and workmanship.
• Assist to review contact claims, analyse and recommend variation orders
• Assist to prepare documents for final handover and closure of projects
• Assist to prepare continuous cash and payment forecast for activities carried out by contractors
• Ensure timely delivery of quality construction
• Contribute to the design and implementation of humanitarian projects in the field
• Prepare, follow and evaluate construction work on site.
• Constantly liaise with beneficiaries and NRC personnel to reach project’s goals.
• Contribute to the provision of facilitation, organizational and logistical support to staff of the project.
• Contribute to ensuring that the projects implemented are realized as planned in a timely manner.
• Other duties as assigned and agreed upon by the supervisor

Qualifications
• Minimum of 4 years of field (Study & Execution) experience that must be supported by a certificate of Civil Engineering (Structural Engineer).
• Demonstrated related training experience.
• Knowledge of and experience in working with relevant line Ministries & local and international NGOs preferred (is a plus).

Specific Vacancy Requirements

• Experience in distribution of food or NFIs (is a plus).
• Experience in assessing, evaluating and monitoring construction sites.
• Previous experience from working in a humanitarian/recovery context (is a plus).
• Previous experience from working in complex and volatile contexts.
• Documented results related to the position’s responsibilities.
• Fluency in English, both written and verbal.
• Strong working knowledge of MS Office package & AutoCAD.
• Practical experience with planning and execution of construction/housing projects.
• Experience of management of projects to deadlines.
• Experience in logistics/admin management.
• Experience of coordination and advocacy work (is a plus).

NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
