Qualifications
Essential
• Proven record of related experience, operations, people and project management experience. Experience in Humanitarian/Development Sector is a priority.
• University Degree in Business Administration, Accounting, Law or Engineering is preferable. Advanced education degree is a Plus.
• Good understanding of donor rules and guidelines.
• Good organizational, forecasting and planning skills with the ability to review, establish and implement effective systems.
• An understanding of requirements of a rapid response emergency operation, including logistics and procurement related preparedness actions.
• Attention to detail and excellent numeracy.
• Diplomacy, tact, very good communication and negotiation skills.
• Flexibility and adaptability to work under tight deadlines and pressure.
• Experience in managing a team and ability to communicate instructions and objectives clearly.
• Gender and cultural sensitivity and commitment and understanding of the values of Oxfam and the principles of equal opportunity
• Fluent written and spoken English and Arabic.
• Computer literate, including word processing, databases/ spreadsheet use.

Desirable
• Experience with emergency response delivery in similar conflict situations is preferable
• Financial management ability is desirable.

In Syria :
While Oxfam has been present in the region since 1970, it began operating in Syria through its Damascus based presence in July 2013. Since then, Oxfam has been responding to both the urgent WASH needs for vulnerable people, and has been working on the rehabilitation of water systems in order to provide durable, more sustainable solutions to the affected populations. Interventions implemented under Oxfam’s WASH Programme include: Provision of Acute Emergency Life-Saving WASH Services, Rehabilitation of Water Systems, Hygiene Promotion and Water Conservation, Capacity Building and Training, and Improved Emergency WASH Coordination. To date, Oxfam has been worked in 10 governorates, seeking out to over 2.5 million beneficiaries.
