Responsibilities
General objective:

Under the supervision of the Education Program Manager, the Assistant Program Manager is responsible for the development and implementation of the Education program by following TGH’s routines and guidelines for governance in terms of education projects and related advocacy and coordination work to achieve its expected results in Syria.

Tasks and responsibilities:

Main duties:
• Assess trends and changes in the context and assess needs of children and youth in order to identify gaps in education service provision and identify ways to better assist conflict-affected children and youth in Syria
• Contribute to education proposal development, including technical advice and narrative aspects.
• Ensure implementation of Non-Formal and Formal-Education projects is in line with the TGH education strategy, donor requirements and INEE minimum standards.
• Monitor and evaluate ongoing and completed education projects.
• Manage, train and build capacity and skills of education staff under supervision.
• Represent TGH to internal and external fora, such as the education partner meeting, and to authorities such as local ministries and relevant municipalities.

Specific responsibilities:
• Manage the implementation of all Non-Formal Education activities in Syria in line with the TGH education strategy, donor requirements and INEE minimum standards.
• Manage and coordinate Non-Formal Education activities in close cooperation with the Directorate of International Cooperation (Ministry of Education) and the Education sector group (UNICEF).
• Develop and follow up on detailed project work plans, procurement plans, spending plans, Monitoring & Evaluation plan and recruitment plan for all education related projects in Syria.
• Liaise with local authorities, such as the Directorate of Education (MoE) and municipalities, on TGH education projects and activities.
• Liaise with Partners (SARC).
• Ensure quality control of education activities through the development and roll-out of output and outcome level monitoring and evaluation tools, guidelines and procedures.
• Conduct regular spot-checks and monitoring visits to TGH public schools/learning centres.
• Manage and coach two Education Project Managers, 8 TGH Social Counselors and 8 SARC Volunteers and ensure capacity building of all education staff through identifying gaps in skills and expertise.
• Liaise and report to the Education Program Manager on implementation progress and challenges and on budget expenditure in education programming in Syria.
• Represent Education in the relevant inter-agency working groups.

Qualifications
Education: Master degree
Experience: 2 years work experience in the sector of Education; Experience on Training for Trainers
Language: Advanced level in English and Arabic (oral and written).
Technical skills: Good knowledge and experience in project cycle management.
Computer skills: Proficient user of MS Office (including Word, Excel, Outlook and PowerPoint)

Salary and Benefits
Salary and conditions will be in accordance with TGH Terms of Employment for National staff hired at similar positions.
