Responsibilities
Generic responsibilities
1. Ensures compliance with NRC (global and national) policies and procedures, handbooks and guidelines and/or proposes new initiatives to bridge gaps and implements these.
2. Implement delegated legal programme activities according to plan of action.
3. Liaise closely with programme and partner staff to coordinate, plan and continuously update workplan as per programme needs.
4. Coordinate and prepare periodic reports and other documents on Legal activities, as required by management.
5. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist.
6. Ensure proper filing of documents
7. Prepare and develop progress reports as required by management
8. Promote and share ideas for technical improvement

Specific responsibilities
1. Provide mobile legal assistance to beneficiaries who are unable to claim or realize their Civil Documentation, Housing, Land & Property (HLP) and Employment rights on their own, through awareness sessions, and legal counselling.
2. Identify and refer potential legal assistance cases to legal officers or external lawyers.
3. Input and update beneficiary data into case management tools, and periodically disaggregate and analyze data gathered during legal activities in order to identify trends.
4. Conduct legal research.
5. Compile up-to-date briefings and analysis on relevant CD, HLP and Employment laws, procedures, and practices.
6. Contribute to monthly progress reports on activities, highlighting any technical or operational successes.
7. Adhere to legal policies, donor agreements, and work plans.
8. Adhere to NRC’s Human Resource, Financial, Logistics & Security policies and procedures, and coordinate with these support departments to ensure timely implementation of legal activities.
9. Promote synergies between the Legal and other departments within NRC, particularly Shelter and Education.
10. Any other task relevant to the position as requested by the line manager.


Qualifications
• A University degree in law
• At least 2 years experience with legal representation in civil law matters in Syrian courts, including familiarity with Civil Documentation and/or HLP and/or Employment laws, procedures and practices operative in Syria
• Prior experience of representing an I/NGO
• Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook
• Available and ready to travel consistently all over Syria.

About us
NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. All the programs are implemented in close coordination with governments and local authorities.
The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
