Responsibilities
The MEAL Coordinator will provide technical leadership for designing, planning and implementation of MEAL related activities in projects ensuring high-quality, timely and verifiable data collection, analysis and interpretation of key results and learning agenda of projects.

Responsibilities:

1. Design MEAL System
• Facilitate the design, develop and update of result-based MEAL system, guidelines and manuals
• Facilitate the development of M&E framework and projects’ plan
• Develop and design data collection system, tools and techniques
• Development of systematic and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators

2. Implementation of MEAL system
• Provide technical guidance to Program Department on implementing MEAL framework/plan
• Liaise with Program Department to collect, analyse data and to determine progress achieved.
• Undertake field visit to monitor project implementation, identify bottlenecks and provide feedback for improvement.
• Support in conducting assessment (baseline, mid-term and final evaluation) and ensure quality methodology and analysis as well as timely delivery.
• Support to ensure the quality delivery of assessment reports (baseline, assessment, evaluation, etc.)

3. Monitoring
• Conduct monitoring missions in projects and share the monitoring findings to concerned departments and partners
• Organize periodic review meetings of projects.

4. Capacity building
• Conduct capacity development programs of MEAL related topic (trainings, workshops and seminars etc.) both virtually and face to face

5. Information and Knowledge Management
• Ensure the high-quality and timely submission of progress data/report from projects, district and partners and that are according to projects indicators
• Ensure activities, results, challenges and lessons learned are accurately documented in a timely manner and projects Means of Verification are available to program team
• Identify best practices for documentation of success stories, technical report, internal/external report prior to release to donor and stakeholders

6. Accountability
• Ensure accountability in projects through assuring of proper implication of COOPI policies, guideline and manuals.
• Ensure to maintain visibility of COOPI
• Facilitate to conduct review meetings internally and externally
• Design and implement accountability mechanism in projects

7. General Functions
• Manage MEAL team located in all offices in Syria
• Promote COOPI values and identity
• Act as a representative of COOPI MEAL Department towards external stakeholders
• Ensure proper documentation of administrative, financial and human resource related task in compliance with COOPI policy, guideline and manuals.
• Maintain professional and timely coordination and communication among COOPI staff, partners, and stakeholders
• Work closely and coordinate with other COOPI departments
• Maintain confidentiality and ensure the non-disclosure of any information acquired in the course of duty, to any other person or organization without approval
• Perform other duties as required. (Translating documents from English into Arabic and vice versa and/or check translations done.)



Qualifications
• Experience working with excel, preferably advanced skills in excel, PowerPoint, SPSS, kobo toolbox, ODK and report writing.
• Knowledge and experience in qualitative and quantitative data management techniques including skilful use of SPSS, EXCEL software’s
• Knowledge of monitoring and evaluation tools, data quality assurance, quantitative and qualitative data analysis and M&E report writing.
• Knowledge of the humanitarian system.
• Fluent In Both English and Arabic.
• A minimum Bachelor/ diploma level in Social Science related – Statistics, social work, sociology or equivalent field experience
• At least 3 years working with M&E for non-government organizations in Syria.
