Responsibilities
Execute all logistics and procurement related tasks
Main tasks and responsibilities:
- Process purchasing transactions for equipment, materials, supplies, capital goods, and services within purchasing authority and following the internal rules and regulations, and correctly using the software NAVISION.
- Invite, assess, and award supplier tenders, bids, quotations, and proposals
- Establish and negotiate contract terms and conditions, and maintain supplier relationships
- Prepare and maintain purchasing records, reports and price lists
- Assist in the development of specifications for equipment, materials, and services to be purchased
- Administer contract performance, including delivery, receipt, warranty, damages and insurance
- Comply with and maintain knowledge of applicable rules, legislation, regulations, standards, and best practices.
- Insure correct filing and archiving for each purchasing transaction
- Insure timely and accurate inventory records of all AVSI assets in the field office
- Insure timely and correct purchasing updates and records
- Insure that all files are ready for reporting purposes
- Follow up on AVSI’s rental contract and renew them when needed
Security:
- Be responsible for security of the local staff and expats both at place of work and during mission (both local and regional missions).
- Providing and maintain properly extinguishers, first aid kits, emergency lamps and other useful security items in offices, guesthouses, warehouses, cars of AVSI Syria.
- Elaboration and revision annually - together with the OM and the CR – of the Country Procedures S&S and
- Provide security training to each new staff and periodically (once a year) of all staff.
- Respecting and let staff respect AVSI Security and Safety Manual procedures and any other security procedure issued by the Country
- Advise timely the Country Representative for any security issues met during work/visits.
Qualifications
• Minimum 2 years of experience in humanitarian logistics, procurement,
• Good understanding of the procurement rules and regulations of major international donors
• Excellent skill in MS Word, Excel, and PowerPoint
• Advanced English proficiency
