Responsibilities
Employees’ files:
• Ensure all project staff have proper and up-to-date files and include all listed documents.
• Ensure all project staff signed all needed documents and policies.
• Ensure all project staff signed their contracts accurately and on time.
• Oversee resignation processes at occurrence.
• Oversee Exit interviews for resigned employees.
• Support in handling employee relations counseling, complaints, and grievances.

Payroll and attendance management:
• Oversee the attendance systems in health facilities and review monthly timesheets
• Review monthly payrolls and ensure accuracy
• ensure payroll policy is properly implemented in health facilities
• Review time sheets, salary computation, and other information to detect and reconcile payroll discrepancies.
• maintain proper, accessible, and confidential payroll and time sheets archive.
• Ensure all employees are properly registered in the payroll system and enrolled in the applicable social security and health insurance schemes according to local labor law and SAMS internal policy.
• Coordinate with Finance and HR teams to finalize monthly payroll on time and in compliance with SAMS payroll and compensation policy, ensuring all deductions, benefits, and allowances are accurately reflected.
• Monitor and track employee registration, insurance updates, and end-of-service settlements to guarantee full compliance with SAMS procedures and legal obligations.

HR Tasks:
• Develop Health Facility-related policies and ensure proper implementation.
• Participate in HR meetings or any other assigned meetings when necessary.
• Provide all needed documents and reports for several stakeholders.
• Other tasks as assigned by the HR Manager

Staff management
• Ensure all supervised staff have job descriptions and are aware of their responsibilities.
• Develop performance objectives for each staff member. Evaluate staff according to SAMS HR policy.
• Develop professional development plans for supervised staff.
• Delegate appropriately.
• Build an effective team approach, ensuring supervised staff are working together effectively.

Office culture
• Promote and model a positive, professional, and respectful office culture.
• Initiate team-building initiatives.
• Ensure effective and positive transition for exiting employees.
• Ensure effective internal communications.


Qualifications
- A university degree in human resources, business management, or any related field.
- Minimum 3 years’ experience in human resource management, including payroll and attendance.



Specific Vacancy Requirements
Languages:
- Fluent in written and spoken Arabic (mother tongue)
- Upper-Intermediate written and spoken English


Salary and Benefits
The salary will be defined according to the SAMS Syria Office salary scale, ongoing.
