Responsibilities
Reporting to the MEAL Manager, the Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer provides technical and methodological support to programme and project teams to ensure the quality, consistency, and effective implementation of MEAL systems across assigned projects.
The MEAL Officer supports the design, roll out, adaptation, and follow up of monitoring tools, accountability mechanisms, data collection processes, and learning practices in line with Tdh approaches, donor requirements, and relevant accountability and quality standards.
The MEAL Officer contributes to the collection, validation, analysis, interpretation, and communication of programme data to support evidence-based decision making, improve programme quality, strengthen accountability to affected populations, and promote learning across projects.
The MEAL Officer participates in internal and external evaluation processes and supports the integration of MEAL into programme implementation while ensuring that ethical standards, safeguarding commitments, and data protection requirements are respected.
Specific Responsibilities/Context of “task:
Monitoring plans and MEAL systems:
-Support the development, implementation, and regular updating of project MEAL plans in coordination with the MEAL Manager and project teams.
-Contribute to the adaptation and contextualization of MEAL tools and methodologies in line with programme needs, donor requirements, and Tdh standards.
-Plan and conduct regular field visits, spot checks, and data verification exercises to monitor implementation quality and verify reported results against means of verification.
-Lead or support data cleaning, validation, triangulation, consolidation, and storage processes to ensure the accuracy, completeness, and reliability of programme data.
-Maintain organized and secure project databases, tracking sheets, and filing systems for MEAL related information.
-Support verification and eligibility checks when required.
Accountability to affected populations
-Support the implementation and strengthening of accountability mechanisms, including Complaint Feedback and Response Mechanisms, in line with Tdh standards and the Core Humanitarian Standard.
-Analyze trends emerging from feedback and complaints and share findings and recommendations with the MEAL Manager and programme teams to improve service quality and accountability.
-Support consultation and participation processes with beneficiaries and community members, including focus group discussions, key informant interviews, and other feedback exercises.
Data analysis, reporting, and information use:
-Compile, analyze, and interpret project data to support internal reporting, donor reporting, management decision making, and programme learning.
-Prepare regular MEAL summaries, tables, dashboards, presentations, and analytical briefs highlighting progress, trends, gaps, risks, and recommendations for project reports, donor reports, factsheets, sitreps, and other internal or external reporting products.
-Contribute to improving the quality and usability of programme data for evidence-based programming.
Evaluation and learning
-Plan and support evaluations (baselines, midlines, endlines, reviews), contribute to evaluation design and tools, document lessons learned, and promote the use of MEAL findings for programme improvement.
-Facilitate learning processes, including reflection sessions, after‑action reviews, and dissemination of good practices and recommendations with teams and partners.
-Provide technical support and capacity strengthening to staff and partners through coaching, guidance on MEAL tools and methodologies, development of SOPs and templates, and promotion of harmonized MEAL practices.
Policies, ethics, safeguarding, and data protection
-Understand and apply Tdh policies and processes, including Safeguarding Policy, PSEA, Code of Conduct, security procedures, anti-fraud and corruption requirements, and Data Protection Policy.
Qualifications
Education:
-Bachelor’s degree in social sciences, statistics, economics, de-velopment studies, project management, information man-agement, or another relevant field.
Experience:
-At least 2 years of relevant experience in monitoring, evalua-tion, accountability, and learning in the humanitarian aid or de-velopment sector.
-Demonstrated experience in monitoring tools, data collection, data quality assurance, analysis, and reporting.
-Experience in supporting assessments, evaluations, accountabil-ity mechanisms, and learning processes.
-Experience working with quantitative and qualitative data col-lection methods.
-Experience with KoBo Toolbox/ ODK
-Experience with Tdh is an asset.
Languages:
-Fluency in Arabic and English is required.
IT know-how:
-Strong proficiency in MS Office, especially Excel.
-Good experience in digital data collection platforms such as Ko-Bo Toolbox, ODK, or similar tools.
-Experience with databases, dashboards, and data analysis tools is an asset.
-Knowledge of Power BI, SPSS, ActivityInfo, or similar systems is an advantage.
