Program Planning and Implementation:
Develop and oversee the implementation of strategic and operational plans for healthcare, education, and protection programs.
Ensure programs are aligned with organizational objectives, donor requirements, and national/local regulations.
Coordinate multi-sector activities across all facilities, ensuring integration and synergy between healthcare, education, and protection services.
Identify gaps, challenges, and opportunities within program delivery and propose solutions.
Ensure project management tools are in place, monitor implementation details, and oversee quality across facilities.
Conduct field visits to facilities, coach and train staff, and contribute to business development in coordination with other departments.
Monitoring, Evaluation, and Reporting:
Establish and maintain systems for monitoring program performance, including KPIs, reporting mechanisms, and data collection tools.
Analyze program data and prepare regular reports for senior management, donors, and stakeholders.
Document program achievements, challenges, and lessons learned.
Support external evaluations and audits as required.
Staff Management and Capacity Building:
Supervise Program Officers and Senior Project Officers, providing coaching, guidance, and performance evaluation.
Ensure staff adhere to organizational policies, procedures, and technical standards.
Promote a learning culture through training, workshops, and capacity-building activities.
Stakeholder Coordination and Representation:
Act as the primary or secondary liaison with donors, local authorities, government ministries, NGOs, and community stakeholders.
Represent the organization in multi-sector coordination meetings and forums.
Build and maintain strong partnerships to ensure collaboration, resource sharing, and advocacy for program needs.
Financial and Resource Management:
Collaborate with finance and logistics teams to ensure efficient allocation of resources across all facilities.
Monitor program budgets and expenditures to ensure compliance with donor regulations and internal policies.
Support resource mobilization by providing programmatic input for proposals and funding applications.
Risk Management and Compliance:
Ensure all programs comply with safeguarding, protection, and ethical standards.
Identify risks in program implementation (e.g., safety, operational, reputational) and develop mitigation plans.
Ensure adherence to health and safety protocols across all facilities.

Specific Vacancy Requirements
Bachelor’s degree in Public Health, Social Sciences, Education, Development Studies, or related field.
Minimum 5 years of experience in multi-sector program management in humanitarian or development settings, with proven experience in healthcare, education, and protection programs, managing large teams and multiple facilities.
Fluent in Arabic and English (spoken and written).
Excellent leadership, management, and interpersonal skills; strong planning, organizational, and problem-solving abilities; proficient in program monitoring, evaluation, and reporting systems; ability to work under pressure and adapt to changing contexts.

Additional Information:
Due to the nature of SAMS’ work, working hours may vary during peak periods such as proposal development, project closure, or emergencies. Staff are expected to be flexible and available beyond regular working hours when required.
