Responsibilities
The Safety and Access Officer will work closely with Operations, Logistics, Security, and Project Management teams to support safe and effective programme implementation. The role will involve monitoring the operational context, supporting movement coordination, conducting risk assessments, and liaising with local authorities and communities to facilitate safe access to operational areas.

The Safety and Access Officer will be required to support incident reporting, emergency preparedness, movement tracking, and implementation of safety and security procedures. The role will also support field teams during operational deployments, accreditation activities, training events, and project visits.

HALO works in areas affected by conflict and explosive hazards. The Safety and Access Officer is expected to remain calm under pressure, make sound decisions, and provide practical support to help staff operate safely and effectively.

The Safety and Access Officer will be responsible for:
• Monitoring the operational context and providing regular updates, alerts, and advice to staff.
• Supporting risk assessments and movement planning for field activities and operational deployments.
• Assisting with implementation of safety and security procedures, contingency plans, and emergency response plans.
• Coordinating staff movements, travel planning, and movement tracking.
• Supporting security and safety briefings for staff and visitors.
• Liaising with local authorities, communities, and other stakeholders to facilitate operational access.
• Supporting incident reporting, follow-up, and documentation.
• Assisting with CASEVAC planning and emergency preparedness activities.
• Supporting accreditation, training, and operational activities from a safety and access perspective.
• Monitoring field safety concerns and escalating issues appropriately.
• Maintaining security and movement-related documentation and records.
• Supporting a positive safety and security culture across the programme.
• Carrying out any additional tasks requested by management relevant to the role.


Qualifications
- Bachelor’s degree in Risk Management, Political Science, Business Management, or a related field. Relevant equivalent - experience may also be considered.
- Proficiency in Microsoft Office software.
- Fluent in English (Writing, Speaking).
- Good communication and interpersonal skills.



Specific Vacancy Requirements

• Previous experience in safety, security, access, or operational support roles.
• Experience working in humanitarian, development, or high-risk operational environments preferred.
• Good understanding of safety and security principles and operational access.
• Ability to remain calm under pressure and make sound decisions.
• Strong communication and interpersonal skills.
• Good organisational and coordination skills.
• Good computer literacy, including Microsoft Office applications.
• Fluent English required; Arabic desirable.
• Valid driving licence
Desirable
• Previous experience working with international NGOs, UN agencies, or humanitarian organisations.
• Experience supporting operations in conflict-affected or complex environments.
• Understanding of humanitarian mine action activities and terminology.
• Experience coordinating movements, logistics, or operational planning.
• Knowledge of security risk management processes.
• English is desirable.
