Responsibilities
ROLE PURPOSE
The Finance Coordinator is responsible for ensuring strong financial management, effective internal controls, and accurate accounting and reporting in line with Plan International policies and donor requirements. The role supports budget monitoring, forecasting, financial analysis, and partners’ financial compliance across projects implemented in Syria. The Finance Coordinator also contributes to strengthening partners’ financial capacity and ensuring audit readiness.
DIMENSIONS OF THE ROLE
Under the supervision of the Country Finance Manager, the Finance Coordinator ensures timely, accurate, and compliant financial management across assigned projects. The role works closely with programme, operations, grants, and implementing partners to ensure transparent financial processes, proper documentation, and adherence to internal and donor regulations.
ACCOUNTABILITIES
1. Financial Monitoring
• Conduct financial reviews during internal and partner kick-off meetings.
• Prepare internal financial reports and partner budget templates in line with approved project budgets and donor requirements.
• Produce monthly consolidated financial reports and share with Project Managers for review and validation.
• Coordinate monthly and quarterly forecasts with programme teams.
• Perform detailed budget vs. expenditure analysis and follow up on variances.
• Attend monthly programme meetings for assigned projects.
• Review monthly payroll data to ensure accurate project allocations.
• Ensure proper filing and maintenance of all financial records.
• Support monthly financial closing processes, including reviewing reconciliations and ensuring accuracy of financial records.
• Assist the finance team in maintaining high-quality financial documentation and ensuring correct accounting practices.
2. Partner Financial Management & Capacity Strengthening
• Participate in partner due diligence processes and financial assessments.
• Review financial components of Partnership Agreements for compliance.
• Review partners’ financial reports, supporting documents, and payment requests.
• Prepare partner verification reports and conduct regular spot-check visits.
• Lead partnership verification processes and share findings with internal stakeholders.
• Validate partner payments and ensure completeness of supporting documents.
• Support partners in addressing financial management gaps and strengthening capacity.
• Ensure compliance with partner contractual obligations, including timely reporting and audit readiness.
3. Accounting, Disbursements & Reconciliations
• Review and validate journal entries, including payroll and shared cost allocations.
• Review and validate bank and cash transactions prior to posting.
• Record partner expenses and reconcile partner balances.
• Reconcile and clear balance sheet accounts regularly.
• Manage cash advances, disbursements, and retirements with proper documentation.
• Verify supporting documents for all payments submitted by operations.
• Ensure accurate posting of financial transactions and correction of mis-postings.
• Support Finance team in documentation and accounting accuracy.
4. Reporting, Donor Compliance & Audit
• Prepare timely and high-quality donor financial reports.
• Maintain financial reporting tracking sheets.
• Support project closure processes and ensure full budget utilization.
• Ensure audit readiness through complete and accessible documentation.

• Ensure compliance with Plan International’s Safeguarding and Gender Equality & Inclusion (GEI) policies.

Qualifications
Qualifications:
Demonstrable knowledge and understanding of:
• Operating in fast-paced environments and managing multiple priorities.
• Humanitarian operations in Syria, including challenges affecting children and young people, especially girls and young women.
• The civil society landscape in Syria and the capacities of local organizations.
• The donor landscape in Syria and related compliance requirements.
• Developing and maintaining financial internal control systems and risk management processes.
• Applicable Syrian financial laws and regulations including taxation, social security, and statutory requirements.
• Humanitarian principles and the “do no harm” approach.
Qualifications and Experience
• Bachelor’s degree in Accounting, Finance, or related field; CPA/ACCA is an advantage.
• 3–5 years of relevant experience in accounting and finance, preferably in NGOs.
• Strong experience in grants financial management and donor compliance.
• Experience supporting partners and strengthening financial capacity.
• Knowledge of financial systems and accounting procedures; SAP experience is an advantage.
• Excellent written and oral communication skills in Arabic and English.
• Ability to work under pressure and meet deadlines.

• Ability to manage and coordinate financial processes involving multiple partners (national and international).
• Strong understanding of financial results frameworks and Results-Based Management in donor-funded projects.
• Experience in financial analysis and documentation including reports, budget narratives, concept notes, and financial updates.
• Strong writing and analytical skills with the ability to produce clear, concise, and persuasive financial documents.
• Proficiency in MS Word, Excel, and financial software used for accounting, reporting, and data analysis.
