Responsibilities
Key responsibilities

Technical & Structural Oversight
• Lead the structural assessment, monitoring, and diagnostic phase of the damaged historic masonry, vaults, and domes of Khan al-Wazir.
• Oversee the design and implementation of emergency stabilization, shoring, and long-term consolidation interventions.
• Ensure all civil engineering works prioritize minimal intervention, material compatibility (e.g., traditional lime mortars, historic stone matching), and structural integrity.
• Review and approve engineering drawings, bill of quantities, and restoration methodologies.

Project Planning & Operations
• Define project scope, milestones, deliverables, and resource requirements in alignment with funding bodies and local authorities.
• Develop and maintain detailed project schedules, ensuring critical path milestones are met despite complex field conditions.
• Manage the project budget, tracking expenditures, material procurement, and contractor payments to prevent overruns

Team Leadership & Stakeholder Management
• Supervise a multidisciplinary team, including conservation architects, specialized civil engineers, site foremen, and traditional stone masons.
• Coordinate directly with local directorates (e.g., Directorate-General of Antiquities and Museums - DGAM), municipal authorities, and international cultural heritage NGOs.

Quality Control, Documentation and Donor / Stakeholder Reporting
• Implement rigorous quality assurance protocols for both modern engineering interventions and traditional craft execution.
• Prepare comprehensive progress reports for donors, steering committees, and regulatory bodies.

Personal attributes
• This role is based in Aleppo, and the post-holder must be willing to work on site full-time.
• The post-holder must also be willing to travel nationally as required.

Skills and abilities
• Strong IT skills including use of MS Office suite (Teams; Outlook; Excel; PowerPoint etc.).
• Proficiency in engineering and management tools such as AutoCAD, SAP2000 (or similar structural analysis software), and MS Project/Primavera.
• Excellent organisational skills and attention to detail.
• Capable of working under pressure to meet deadlines and dealing with multiple priorities.
• Excellent oral and written communication skills are essential.
• Fluency in both English and Arabic languages is highly desirable.
• Ability to work on own initiative, manage and organise own workload and meet deadlines.
• Be dependable and credible, with the ability to establish good working relationships at all levels.
• Good organisational and problem-solving skills.

Qualifications
Qualifications
• A bachelor’s degree in civil engineering or Structural Engineering is mandatory.
• A master’s degree or specialised certification in Structural Restoration of Historic Monuments, Architectural Conservation, or a related field is desirable.
Specific job skills and experience

Essential
• Significant demonstrable experience in civil engineering project management.
• Significant experience specifically dedicated to historic stone masonry restoration or seismic consolidation of heritage buildings.
• Proven track record of managing complex construction or restoration sites, preferably in post-conflict or culturally sensitive urban environments.
• Evidence of a deep understanding of traditional load-bearing stone masonry, vaulting systems, historic mortars, and non-destructive testing (NDT) methods.

Desirable
• Experience working in the Old City of Aleppo or similar UNESCO World Heritage contexts is a significant asset.


Salary and Benefits
What we offer
The role is offered initially on a consultancy basis for a period of 18 months.
Depending on the level of experience of the successful candidate and their ability to directly manage donor reporting with autonomy, the role may be defined at grade 8 or grade 9 of Turquoise Mountain’s pay strategy. As such remuneration will be between $3,000 USD and $4,000 per month, depending on experience.
