Qualifications
1. University degree in economics, social sciences, or another relevant field.
2. A minimum of 6 years of professional experience in humanitarian settings with donor-funded programmes, preferably within NGOs or FBOs, including at least 3 years in a senior programme management or programme leadership role within an NGO context.
3. Strong track record in proposal development and donor reporting, with demonstrated experience working with institutional donors.
4. Demonstrated experience in programme strategy development, theory of change design, and oversight of MEAL systems.
5. Proven experience managing programmes in complex, conflict-affected environments; experience in Syria or the broader Middle East is considered a strong advantage.
6. Demonstrated ability to lead and develop multi-disciplinary programme teams, including performance management, capacity building, and organizational change processes.
7. Strong analytical and problem-solving skills, with the ability to identify operational challenges and develop practical, context-appropriate solutions in complex and volatile environments
8. Ability to work effectively under pressure, manage competing priorities, and maintain quality and integrity in a volatile operational context.
9. Fluency in English and Arabic (written and spoken).
10. Proficiency in Microsoft Office applications, particularly Word and Excel.
11. Willingness and ability to travel to JRS refugee sites and operational areas across different governorates, and to work in modest living and working conditions.
