The Child Protection Officer is responsible for the effective implementation and quality assurance of all child protection
activities within the designated area of responsibility. Under the case management programme, the officer manages
complex child protection cases and provides ongoing technical support to protection caseworkers. This includes leading
case supervision meetings, assigning caseloads, overseeing case filing and documentation, ensuring timely reporting,
and guaranteeing full compliance with Tdh-L Standard Operating Procedures (SOPs). In addition, the Child Protection
Officer leads the establishment, training, and ongoing support of Community-Based Child Protection Committees
(CBCPCs) for both adults and children – youth (CYC), and is responsible for facilitating structured and capacity-building
sessions. The role also provides technical supervision to case managers and social workers, identifying capacity gaps
and delivering on-the-job coaching, mentoring, and training on key child protection topics. The officer is further
expected to proactively identify and report child protection risks through protection monitoring, and to support MEAL
processes and donor reporting requirements as needed. The Child Protection Officer reports directly to the Field Senior
Project Officer and receives technical supervision from the Child Protection Specialist based in the Damascus Country
Office.
Responsibilities

Child Protection Case Management (Technical supervision):
----------------------------------------------------------
·Directly manage complex child protection cases under the case management programme, including conducting assessments, developing and implementing case plans, and ensuring follow-up, in line with best interest and child- and survivor-centred approaches.
·Conduct bi-weekly supervisory sessions with caseworkers to review cases, provide technical guidance, and support day-to-day coaching and mentoring.
·Provide technical oversight to the case management program to ensure quality implementation by monitoring casworker caseloads, identifying capacity constraints, coordinating case redistribution with the Project Manager, and conducting regular case file reviews to ensure compliance with SOPs.
·Identify capacity-building needs of caseworkers, highlight skills gaps, and support the development and delivery of targeted training and mentoring.
·Support caseworkers in ensuring service mappings are updated and in establishing referral pathways, help liaise with external providers including UN agencies, I/NGOs and other stakeholders
for the timely and appropriate processing of cases.
Community-based Child Protection Programming:

·Lead in the establishment and strengthening of CP community structures, including community based child protection committees (CBCPCs), Children and youth clubs (CYC). This includes leading on regular follow up and coordination with community groups, leading on facilitating sessions, delivering training and supporting community-led initiatives with technical expertise, logistics and procurement support required and as per TdH-L guidance and SOPs.
·Provide technical guidance and capacity support to Community-Based Organizations (CBOs) on the design and implementation of child protection programming.
·Ensure child protection mainstreaming and safeguarding is embedded across of project activities. Lead on delivering protection mainstreaming trainings to staff and partners, community structures and volunteers including regular refresher trainings.
Protection Monitoring

Conduct protection monitoring interviews and data collection in line with do-no-harm principles, and ensure timely identification and referral of protection cases.
·Facilitate refresher trainings on protection monitoring for caseworkers, in coordination with the Child Protection Specialist to ensure adequate understanding of the methodology.
·Support the Project Manager in developing monthly monitoring plans to ensure adequate sampling and geographic coverage.
·Ensure data quality by reviewing interview transcripts prior to submission on KOBO and providing feedback to caseworkers as needed.
Reporting and documentation:

·Perform regular quality checks on activity data entered in child protection trackers and databases to ensure project data has been inputted correctly and avoid inconsistencies and inaccuracies.
·Contribute to providing inputs for donor reporting on project activities relating to child protection in consultation and coordination with the Field Senior Project Officer.
·Participate in field missions with caseworkers on a weekly or bi-weekly basis.
·Support in collecting data for MEAL reporting on CP Activities including case management client feedback surveys .
·Support in supervising daily and weekly workplan of the case workers in coordination with Field Senior Project Officer. Ensure data protection and confidentiality of information is maintained at all times.
Coordination and Representation:

·Actively participate and represent Tdh-L in Protection and Child Protection Sub-National cluster coordination meetings. Ensure key information and findings from these meetings is shared regularly
with relevant team members.
Qualifications
·Education: University degree in in Social Sciences, Psychology, International Development, and any other relevant areas of study
·Experience: 2-3 years of child protection experience, especially in MHPSS, case management, delivering CP trainings, and in a similar position with international or national NGOs is preferred
·Languages: Fluency in Arabic. Knowledge of English language is desirable
·Computer Skills: MS Office and other reporting tools.
