Responsibilities
1. Quality Management System (QMS)
• Develop, implement, and maintain the Project Quality Management System (QMS) in alignment with ISO 9001 standards and UCK Airport LLC project requirements.
• Establish quality plans, inspection and test plans (ITPs), and quality control procedures for all active projects.
• Ensure the QMS is consistently applied across all project phases from design through construction, commissioning, and handover.
• Conduct periodic reviews and updates of the QMS to reflect lessons learned, audit findings, and evolving project requirements.
• Maintain comprehensive quality records and registers for all projects and ensure their availability for audit and review.
2. Quality Assurance & Auditing
• Plan and conduct internal quality audits across project teams, contractors, and subcontractors to verify compliance with the QMS and contractual quality requirements.
• Review and approve contractor Quality Plans, method statements, and inspection and test plans prior to commencement of works.
• Monitor and evaluate contractor and consultant quality performance throughout project execution and issue non-conformance reports (NCRs) where required.
• Track all NCRs, corrective actions, and preventive actions (CAPAs) to closure and report status to the Chief Delivery Officer.
• Coordinate third-party quality audits and independent inspections as required by contract or regulatory authority.
3. Quality Control & Inspection
• Oversee quality control activities on site and in design, ensuring inspections are carried out at defined hold points and witness points in accordance with approved ITPs.
• Review and approve material submittals, test results, and certificates to confirm compliance with project specifications prior to incorporation into works.
• Ensure that all commissioning and pre-handover inspections include documented quality sign-off at each stage.
• Spot quality risks early and work with project teams to put mitigation measures in place before issues escalate.
• Verify that snagging, defect rectification, and close-out activities are completed to the required standard before project handover.
4. Reporting & Continuous Improvement
• Prepare and submit regular quality performance reports to the Chief Delivery Officer, highlighting KPIs, NCR trends, audit outcomes, and areas for improvement.
• Lead root cause analysis (RCA) exercises for significant quality failures and drive implementation of corrective actions.
• Champion continuous improvement initiatives across the delivery function, including lessons-learned workshops and quality training programs.
• Maintain a quality metrics dashboard to provide real-time visibility of project quality status to senior management.
• Benchmark UCK Airport LLC quality practices against industry standards and best practice to identify improvement opportunities.
5. Additional Responsibilities
• Provide quality guidance and support to project managers, engineers, and site teams throughout project delivery.
• Liaise with regulatory authorities, certification bodies, and client representatives on all quality-related matters.
• Support the preparation of project close-out documentation, quality dossiers, and handover packages.
Qualifications
• Respond to ad hoc quality assurance requests from the Chief Delivery Officer, providing expert input as project circumstances require.
• Bachelor’s degree in Engineering (Civil, Mechanical, Electrical, or a related discipline). ISO 9001 Lead Auditor certification is required. Additional quality certifications (e.g., CQE, CQA, or equivalent) are an advantage.
• Minimum 8–10 years of experience in quality assurance and quality control within construction, infrastructure, or airport development projects. At least 3 years in a managerial or lead QA/QC role on large-scale projects.
• In-depth knowledge of ISO 9001 Quality Management Systems and their application in project environments.
• Strong understanding of construction quality control processes, inspection and test planning, and non-conformance management.
• Familiarity with airport project delivery standards and civil aviation authority quality requirements.
• Proven ability to develop, implement, and audit Quality Management Plans across multidisciplinary project teams.
• Strong analytical skills with experience in root cause analysis and corrective action management.
• Effective communication and interpersonal skills for engaging with contractors, consultants, and regulatory bodies.
• Proficiency in MS Office and quality management tools; experience with document management systems is an advantage.
