Responsibilities
1. Process, verify, and post daily financial transactions accurately and on time through the ERP accounting system.
2. Review, verify, and process all payment requests and monthly operational payments, ensuring complete supporting documentation, required approvals, and compliance with ZOA policies and donor requirements, including but not limited to transportation, telecommunications, volunteers, casual workers, project direct activity expenses, project support cost expenses, and other approved operational expenditures.
3. Strictly follow up with all departments to ensure monthly payment requests and supporting documents are submitted within the agreed deadlines, preventing delays in the month-end closing process.
4. Monitor employee advances, expenses and per diems, reconcile outstanding balances, and follow up with staff in accordance with organizational policies.
5. Reconcile and monitor cash and bank account balances on monthly basis under the guidance of the Senior Finance Officer.
6. Support the maintenance and reconciliation of balance sheet accounts, including accruals, prepayments, receivables, payables, suspense accounts, and intercompany balances, and prepare related adjustment and correction entries as required.
7. Updating monthly cash flow estimates to ensure timely and secure transfer of funds to cash box needs.
8. Coordinate with the Logistics Department to ensure supplier payments are supported by complete procurement documentation and that all related ERP workflows are completed and followed up in a timely manner to facilitate prompt payment processing.
9. Participate in tender evaluation committees as needed, conducting financial and administrative evaluations in accordance with ZOA procurement policies.
10. Provide guidance, training, and technical support to the Finance Assistant to strengthen capacity, ensure adherence to financial procedures, and support the effective execution of daily finance operations.
11. Assist the Senior Finance Officer in monitoring partner instalments and reviewing partner financial reports.
12. Maintain organized digital and hard-copy filing systems for accounting records, vouchers, contracts, and supporting documents, in accordance with ZOA Syria filing practices, ensuring proper filing, timely scanning of relevant documents, and uploading them into the ERP system.
13. Support month-end and year-end financial closing activities to ensure timely and accurate financial reporting.
14. Assist in preparing for internal and external audits by ensuring financial records are complete, reconciled, properly documented, and by following up on audit recommendations.
15. Ensure compliance with ZOA financial policies, donor regulations, internal controls, and applicable local financial regulations.

Qualifications
Knowledge & Experience:

• University Degree in Finance, Business Administration, or any other relevant financial domain.
• 2-3 years of relevant experience in a similar finance position within an INGO.
• Hands-on experience with ERP systems or equivalent financial software is required.
• Excellent knowledge of double-entry accounting
• Fluency in Arabic and very good knowledge of English, both written and spoken
• Computer literate with good knowledge of using Excel spreadsheets
• Self learning , problem solving and organizational capabilities
• Good planning skills to include flexibility and adaptability
• Excellent follow up skills.

Specific Vacancy Requirements
The Finance Officer supports the day-to-day operations of the Finance Department by ensuring timely processing and verification of financial transactions in compliance with ZOA policies, procedures, and accounting standards. A key responsibility of the role is to proactively follow up with all departments to ensure monthly payment requests and supporting documents are submitted within the agreed deadlines, enabling the timely completion of the monthly and quarterly financial closing processes. The Finance Officer reviews and processes these payments promptly, enabling the Senior Finance Officer and Finance Manager to complete financial reporting and closing accurately and on time while maintaining strong internal controls.
