Responsibilities
SAM Company is looking for an HR Manager to lead and manage the full HR function, combining department-wide HR management with hands-on recruitment and performance specialist duties. This is a hands-on leadership role reporting directly to the Deputy GM for Administrative Affairs.
Key Responsibilities:
- Apply and continuously update HR policies (recruitment, evaluation, payroll coordination, discipline, leave, end-of-service benefits)
- Manage the full recruitment cycle end-to-end: job postings, screening, interviews, onboarding
- Design and administer employee screening and evaluation tools
- Run periodic performance evaluations and manage performance improvement plans when needed
- Oversee employee files, contracts, and mandatory documentation
- Handle internal grievance and complaint channels, including confidential harassment reports, with strict confidentiality
- Coordinate monthly payroll, attendance, leave, and overtime with the Finance department
- Provide regular HR performance reports to the Deputy GM for Administrative Affairs
This role independently manages the entire HR function without a supporting team, so strong autonomy and prioritization skills are essential.
Qualifications
- Minimum 3+ years of hands-on HR experience covering multiple functions (not limited to a single task like recruitment or payroll only)
- Proven practical proficiency in Excel (formulas, data tracking) and Word
- Experience managing full recruitment cycles independently, from job posting to onboarding
- Familiarity with HR policies related to leave, overtime, disciplinary procedures, and end-of-service benefits
- Strong ability to work independently with minimal supervision
- Practical experience is valued as highly as formal qualifications

SAM Company is a Syria-based telecommunications company with multiple centers across several Syrian governorates, most notably Damascus and its countryside, Deir ez-Zor, and Hama. Our work spans the full scope of telecommunications, including internet connectivity services, telecom infrastructure, communications equipment and installations, and surveillance camera systems, among other related services. We are currently building out our HR infrastructure and are looking for people who bring real, practical expertise rather than credentials alone.
