Responsibilities

• Supervise MEAL field staff and allocate tasks based on project needs, follow up on assigned tasks, and provide technical guidance and support to ensure the quality, consistency, and timely implementation of MEAL activities.
• Coordinate with other departments and programme/project teams to ensure effective planning and implementation of MEAL activities, including coordination of data collectors, team movements, logistical requirements, essential assets, and workload and responsibilities across projects and staff.
• Support programme teams in developing and implementing project-specific MEAL plans, monitoring frameworks, data collection tools, and indicator tracking mechanisms, and ensure that data collectors and relevant staff are properly trained on their use.









• Monitor project indicators and analyse MEAL data, ensuring the regular updating of indicator tracking tools and MEAL databases, identifying indicator-
• level gaps, challenges, and performance trends, and communicating key findings to programme teams and management.
• Ensure data quality through regular data verification and review, accuracy and consistency checks, implementation of Data Quality Assessments (DQAs), and follow-up on identified data quality issues.
• Oversee the implementation and effectiveness of accountability and feedback mechanisms, including complaints and feedback channels, ensuring timely documentation, referral, response, and follow-up.
• Facilitate learning and the use of MEAL findings, including monitoring, evaluation, assessment, and accountability findings, and support programme teams in applying lessons learned to improve programme quality and effectiveness.
• Work closely with programme and project teams to ensure that MEAL findings are understood, discussed, and used to inform programme improvement and evidence-based decision-making.
• Provide technical training and capacity-building support to MEAL and accountability staff by identifying capacity-building needs, contributing to training and coaching plans, conducting orientation sessions for new MEAL staff, and organizing regular awareness sessions for other departments on MEAL roles and coordination mechanisms.
• Ensure compliance with organizational policies, procedures, and professional standards across all monitoring, evaluation, accountability, and learning activities, while maintaining the integrity and objectivity of data collection, analysis, and reporting processes.
• Prepare timely and accurate MEAL reports, analytical reports, dashboards, data summaries, and updates, and share them with programme management and the central MEAL Department.
• Participate in periodic and annual performance evaluations of MEAL staff and provide relevant input on staff technical and professional performance.
• Ensure that field MEAL activities are implemented in accordance with organizational security and safety procedures, coordinating with relevant teams to ensure the safety of MEAL field staff during field activities.
• Address routine operational and technical challenges faced by the MEAL and accountability teams, coordinating with relevant departments to identify appropriate solutions and ensure smooth and efficient workflow.



Qualifications
• A university degree in business management, quality management, statistics, or other relevant field with strong analytical skills, or a combination of experience and working in this sector.

Specific Vacancy Requirements
Required Work Experience
• At least 5 years’ relevant experience, preferably with organizations in MEAL sector with high reporting skills.
• Two years of experience in a similar managerial position involving team management and leading the implementation of various monitoring and evaluation activities.
• Demonstrated experience in developing and implementing MEAL systems, tools, and plans in humanitarian or development programmes.
• Experience in data analysis, data quality assurance, and reporting in both Arabic and English.
