Responsibilities
* Manage, plan, and oversee all procurement activities related to construction projects and company operations, ensuring the timely sourcing of materials, equipment, subcontractors, and services while achieving the best value in terms of quality, cost, and delivery.
* Develop procurement strategies, plans, and schedules aligned with project timelines.
* Review Bills of Quantities (BOQ), drawings, technical specifications, and project requirements.
* Coordinate closely with Project, Engineering, Estimation, and Planning teams to ensure procurement requirements are accurately identified and fulfilled.
* Manage suppliers and subcontractors, prepare Requests for Quotation (RFQs), review Purchase Requisitions (PRs), and issue Purchase Orders (POs).
* Conduct technical and commercial evaluations of quotations and proposals.
* Negotiate prices, payment terms, delivery schedules, contractual terms, and commercial conditions with suppliers and subcontractors.
* Follow up on procurement and delivery activities through to final receipt and acceptance.
* Manage procurement-related contracts and ensure compliance with contractual requirements.
* Monitor procurement budgets, control costs, and identify opportunities for cost optimization.
* Coordinate with Logistics, Customs, and Warehouse teams to ensure smooth and timely delivery of materials and equipment.
* Evaluate supplier performance, manage supply chain risks, and maintain strong relationships with key vendors.
* Ensure compliance with company procurement policies, contractual requirements, and applicable local regulations.
* Lead and manage the procurement team, monitor performance, and ensure effective allocation of responsibilities.
* Prepare periodic procurement reports, performance analyses, and Key Performance Indicators (KPIs).

Qualifications
* Bachelor’s degree in Civil Engineering, Mechanical Engineering, Industrial Engineering, Supply Chain Management, Procurement, Business Administration, Construction Management, or a related field.
* 10–15 years of procurement experience within the construction, trading, or contracting sectors, including at least 5 years in a managerial position.
* Experience working on projects within the GCC region is preferred.
* Experience in the procurement of facades, aluminum, glass, structural steel, civil works, and MEP materials is considered an advantage.
* Strong knowledge of construction procurement processes, tendering, contract management, Incoterms, supply chain management, vendor management, material specifications, and BOQ interpretation.
* Solid experience in cost analysis, logistics, and customs procedures.
* Hands-on experience with ERP systems such as SAP, Oracle, Microsoft Dynamics, or Odoo.
* Advanced proficiency in Microsoft Excel.
* Excellent skills in negotiation, Strategic Sourcing, team leadership and management, risk management, budget control, and conflict resolution.
* Strong analytical, decision-making, problem-solving, communication, and coordination skills, with the ability to manage procurement requirements across multiple projects simultaneously.
