Responsibilities
1. Health Programme and Project Management
•Coordinate and oversee the implementation of assigned health projects in line with approved plans, budgets, donor requirements, and AFH policies.
•Develop and regularly update project workplans, procurement plans, and implementation schedules.
•Monitor project progress, identify challenges and risks, and ensure timely corrective actions.
•Conduct regular field visits to monitor activities and support project teams.
2. Technical Quality
•Ensure health activities are implemented according to relevant national and international health standards and guidelines.
•Work closely with the Health Technical Advisor to maintain quality and address technical gaps.
•Support health teams with technical guidance, capacity building, and quality improvement.
3. Monitoring, Reporting and Data
•Monitor project indicators, outputs, outcomes, and overall performance using quantitative and qualitative data.
•Ensure timely and accurate project reports and indicator tracking.
•Work with MEAL and health teams to promote data-driven programme improvement and learning.
4. Budget and Resource Management
•Monitor project expenditure against approved budgets and identify potential underspending or overspending.
•Coordinate with Finance, Logistics, HR, and other departments to ensure timely availability of project resources.
•Support procurement and resource planning for health projects.
5. Team Management
•Supervise, support, coach, and develop assigned health project staff.
•Support recruitment, performance management, staff development, and training.
•Promote teamwork, accountability, and professional conduct.
6. Coordination and Representation
•Represent AFH in relevant health coordination meetings and technical forums as delegated.
•Maintain effective relationships with health authorities, Health Cluster, NGOs, UN agencies, donors, and other stakeholders.
•Support coordination and information sharing to facilitate effective programme implementation.
7. Programme Development
•Contribute to health needs assessments, context analysis, programme strategy, and identification of new opportunities.
•Support the development of proposals, concept notes, budgets, log frames, and other programme documents.
8. Compliance and Accountability
•Ensure assigned activities comply with AFH policies, donor requirements, humanitarian principles, safeguarding, PSEA, and accountability standards.
•Promote dignity, confidentiality, non-discrimination, and community feedback across health activities.
9. Other Duties
•Work closely with relevant departments to support effective implementation programme.
•Perform other duties relevant to the position as assigned by the line manager.
Qualifications
Postgraduate degree in Medicine, Dentistry, Pharmacy, Public Health, or another relevant health-related field.
Specific Vacancy Requirements
Essential Qualifications
•Minimum 5 years of relevant professional experience, including experience in humanitarian health programming or coordination.
•Strong experience in health project management, programme planning, monitoring, reporting, and budget management.
•Strong knowledge of humanitarian health standards, principles, and relevant national and international guidelines.
•Excellent communication, coordination, leadership, and interpersonal skills.
•Strong report-writing, proposal-writing, analytical, and organisational skills.
•Excellent written and spoken Arabic and English.
•Good computer literacy, including Microsoft Office applications.
•Ability to work under pressure, manage competing priorities, and meet deadlines.
•Willingness and ability to travel regularly to project implementation areas.
•Commitment to safeguarding, diversity, and inclusion.
Desirable:
•Previous experience working with international NGOs and/or major humanitarian donors.
•Experience working in fragile, conflict-affected, or displacement-affected contexts.
•Experience working with Health Cluster, health authorities, NGOs, and other health coordination mechanisms.
•Experience in health systems strengthening, quality improvement, or public health programming.
•Additional training or qualifications in humanitarian health, project management, or health systems management.
