Qualifications
REQUIRED QUALIFICATIONS & COMPETENCIES:
• Education: Bachelor’s degree from an accredited institution in International Relations, Development Studies, Social Sciences, Business Administration, Project Management, Civil Engineering, or a related field.
• Experience: Minimum 5 to 7 years of relevant professional experience in humanitarian or early recovery programming, with at least 3 years in a management/supervisory role (such as Area Manager, Base Manager, or Senior Field Coordinator) in complex or volatile operational contexts.
• Languages: Full professional proficiency in written and spoken Arabic and English (ability to draft formal reports, participate in high-level meetings, and conduct technical communications in both languages).
• Technical Skills: Proven expertise in humanitarian project cycle management (PCM), budget monitoring, procurement & logistics compliance, multi-sectoral needs assessments, and field team leadership.
• Strong understanding of humanitarian principles, Do No Harm, and Accountability to Affected Populations (AAP).
• IT Skills: High proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook, Teams) and experience using cloud-based data management and reporting tools.
• Personal Qualities & Soft Skills: Strong leadership, negotiation, and diplomacy skills; excellent conflict resolution and problem-solving abilities; resilience under pressure; high integrity and cultural sensitivity; strong communication and inter-personal skills.
DESIRABLE QUALIFICATIONS & COMPETENCIES:
• Education: Master’s degree or Advanced Post-Graduate Diploma in Humanitarian Action, International Development, Conflict Resolution, Public Administration, or Project Management.
• Experience: Prior experience working with international NGOs (INGOs) or UN agencies specifically in Syria (particularly in Deir ez-Zor or Eastern Syria) or similar complex crisis settings in the Middle East.
• Experience managing multi-donor projects (e.g., ECHO, AICS, UN OCHA/SHF, USAID/BHA).
• Languages: Working knowledge of additional local dialects or regional languages.
• Technical Skills: In-depth understanding of UNDSS security frameworks, local government approval procedures (Ministry/Governorate clearance protocols), and technical knowledge in key sectors (WASH, Protection, Education, or Livelihoods).
• IT Skills: Familiarity with GIS tools (ArcGIS/QGIS), mobile data collection platforms (Kobo Toolbox, ODK), or enterprise ERP software.
• Personal Qualities & Soft Skills: Proven ability to build consensus across multi-cultural and multi-
disciplinary teams; flexibility and adaptability in rapidly changing conflict dynamics.
