Responsibilities
Role and responsibilities
Generic responsibilities
1. Adherence to NRC principles, policies, guidance and procedures
2. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
3. Promote the rights of beneficiaries in line with the advocacy strategy
4. Involve and inform communities and community leaders about the activities
5. Coordinate the construction activities under Shelter department according to strategy, proposals, budgets and plans
6. Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
7. Break down the annual operational plans into weekly, monthly and quarterly implementation plans
8. Prepare periodic progress reports and other documents as required
9. Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
10. Conduct field visits in the different areas of NRC shelter programs
11. Conduct specific technical assessment in order to prepare BoQs
12. Ensure a constructive co-operation with NRC local partner in Syria
13. Ensure a constructive co-operation with NRC’s other programmes in Syria
14. Ensure a constructive co-operation with National and local authorities.
15. Ensure a constructive co-operation with other international and local NGOs as well as the UN family
16. Ensure that any NRC project intervention is in accordance with NRC standards and meets the specifications as agreed with the community.
17. Maintain direct communication with STL and with PDMS when is needed
18. Ensure and promote efficient and cost-effective use of NRC’s assets and resources in order to maximize funding to beneficiaries
19. To fulfil any other task the Shelter Team Leader or the Project Development Manager Shelter may ask for in relation to the program.

Specific responsibilities
1. Submit a “Weekly Plan and Achievements” to the STL
2. Produce weekly progress report on the construction activities
3. Represent NRC technical team and interact when meeting local authorities, local communities and other organisations in the field in coordination with STL and PDMS.
4. Assist in identifying and evaluating Hygiene risks, through regular field visits to various field areas to observe the wash facilities (in Households, collective centers, schools, communities)
5. Monitor water quality through appropriate water tests.
6. Work to ensure community participation
7. Promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services
8. Assist in developing material on Health and Hygiene
9. Provide hygiene education, participating in sensitization campaigns
10. Organize Focus groups
11. Supervise the work of the contractor and support him with advice
12. Prepare field technical reports, BoQs and drawings of potential/selected WatSan projects
13. Maintain and update contract files on each WatSan project
14. Prepare the technical documents for the tender including technical drawings, specifications of works, bill of quantities and condition of contracts.
15. Provide technical inputs in the general supervision, progress of construction activities and control of quality of materials and workmanship.
16. Assume responsibility by checking and signing all BoQs
17. Review contact claims, analyse and recommend variation orders
18. Prepare documents for final handover and closure of projects
19. Prepare continuous cash and payment forecast for activities carried out by contractors
20. Ensure timely delivery of quality construction
20. Assess the completion of works, recommend for payments, and prepare progress and final payment certificates.

Context related skills, knowledge and experience:
1. Bachelor degree in Mechanical/Civil Engineering, health related disciplines, community water supply and sanitation, social science or other relevant discipline.
2. Demonstrated related training experience.
3. Minimum of 3 years of relevant experience supervising Water and Sanitation sites and community work in rural and urban areas
4. Knowledge of and experience in working with relevant line Ministries & local and international NGOs preferred
5. Ready to travel on mission into different Governorates in Syria
6. Experience in working in Arabic language (written and verbal)
7. Experience in hard humanitarian context and difficult security environment
8. Strong organizational and team working skills
9. Highly approachable, trustworthy and confidential
