Responsibilities
• Supports the Logistics Coordinator in the setup of logistics systems, and implementation of logistics policies and procedures in accordance with NRC logistics handbook and relevant donor guidelines.
• Suggest any steps to improve the logistics procedure and increase adaptability to the local context
• Identifies suitable and reliable suppliers, vendors, providers and contractors of goods and services in support of program implementation in accordance with NRC logistics guidelines.
• Ensures that files are complete, correct and include all relevant documentation to meet audit requirements.
• Work with Logistics Coordinator and programs to prepare annual procurement plans for programs and support departments.
• Work with the team to prepare their weekly reports, Compile reports and present to Logistics Coordinator, including; PR Tracker, Stock Report, and Assets Register.
• Receive, consolidate, prioritize, and distribute PRs efficiently
• Overview of all procurement documents checklists, and ensures all local procurement procedures in NRC office are effectively followed in compliance with the NRC logistics Handbook and relevant donor guidelines.
• Lead the process of establishment and maintenance of framework agreements for NRC office.
Maintain positive and professional relationships with all relevant staff and stakeholders.
• Liaise with Admin staff to ensure all admin SOPs are up to date and in line with NRC policies.
• Coordinates all admin related procurements and warehousing tasks
• Manage team training, objectives, supervision of tasks

• Ready to engage into NRC logistic sector at 360 degrees as per requirements of the mission.


Qualifications
Professional competencies

Generic professional competencies:
1. Experience from working as a Support Function Officer in a humanitarian/recovery context
2. Previous experience from working in complex and volatile contexts
3. Documented results related to the position’s responsibilities
4. Some knowledge of English

Context/ Specific skills, knowledge and experience:
1. Experience in working in Logistic positions both in the private sector as well as in humanitarian/recovery contexts.
2. Previous experience in managing supply chain in complex and volatile contexts.
3. Documented results in establishing and/or consolidating effective logistic systems.
4. Proven experience in supervisory roles.
5. Conversant with INGO and NGO programming (i.e. shelter, education etc.).
6. Proven experience in procurements of goods, contracting services, stock management, and asset management
7. Knowledge about own leadership skills/profile.
8. Strong working knowledge of MS Office package.
9. Fluency in Arabic and English, both written and verbal.
10. University degree relevant for the position or extensive experience in the logistic sector.

NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
