Responsibilities
Generic responsibilities
1. Line management of project staff
2. Adherence to NRC policies, guidance and procedures
3. Coordinate and manage Food Security and Livelihoods project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
4. Implement technical direction and ensure high technical quality of projects
5. Provide regular progress reports to the FSL PM and Country Representative
6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
7. Ensure capacity building of project staff and transfer key skills
8. Liaise and collaborate with partners, relevant local authorities and other key stakeholders

Specific responsibilities
1. Lead the start-up, assessments and implementation of FSL projects in NRC project sites
2. Develop concept notes and proposals for NRC FSL responses on a national level in line with overall NRC country strategy with support of the FSL PM
3. Collaborate with all other Core Competencies on assessments, analysis, design and implementation
4. Together with M&E staff, design and implement appropriate monitoring system
5. Represent NRC in coordination mechanisms as appropriate


Qualifications
Generic professional competencies:
The FSL Team Leader will be required to have the following professional competencies:
o University degree in Agronomy , Economics, Business Administration, or related field
o Recovery and development programme management
o Understanding of emergency FS response
o FS and livelihoods assessments, analysis and implementation
o Gender and Youth sensitive programme planning
o Partnership development
o Previous staff management experience
o Previous experience working in complex and volatile contexts
o Strong knowledge of English
o Strong Microsoft Office package skills

Context/ Specific skills, knowledge and experience:
o Knowledge of the rural and peri-urban context in Syria
o Ability to administer complex activities
o Instinct for problem solving and resolving conflicts

About us
NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. All the programs are implemented in close coordination with governments and local authorities.
The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
