Responsibilities
Under the responsibility of the Deputy Head of Programme, and day-to-day supervision of the Senior Urban Planner, the Housing Projects Engineer will be responsible of the following tasks:
• Housing Sector Recovery Planning: Support the development of a Housing Sector Recovery Plan that is aligned with relevant national priorities and relevant UN and humanitarian priorities; work with the UN Habitat team in Damascus and the hubs to design and deliver technical assistance and capacity building projects for governmental departments, municipalities, Syndicate of Engineers, and relevant partners on key elements of the Housing Sector Recovery Plan including damage assessment, urban area based planning, housing standards and codes, and to support the delivery and monitoring of shelter and housing projects.

• Project Design, Delivery, and Closure: Develop and pilot housing projects within UN Habitat’s urban area based approach; design and support UN Habitat hubs to implement multi-sector shelter and housing interventions using UN Habitat, UN, and government guidelines and project procedures; support the technical design of sub-projects in diverse locations; support the preparation of the scope of work for each subproject, and preparation of the requested BOQs and specifications accordingly; ensure that all housing and related infrastructure projects (including capacity building and technical assistance projects) comply with UN Habitat and national guidelines; support field staff and/or lead all aspects of the design, delivery, and closing out of housing and infrastructure projects; responsible for the overall delivery of AOC and procurement contracts; support UN Habitat staff and partners to improve the effectiveness and accountability of housing and infrastructure projects.

• Programme Accountability, Learning, and Reporting: Working closely with colleagues to support the design of programme accountability, learning, and reporting system for housing and infrastructure projects including identify indicators, baselines, and targets; responsible for ensuring that all reporting requirements are fulfilled for housing and infrastructure projects; meeting relevant hub, national, internal, and UN housing and infrastructure project reporting requirements; support UN Habitat staff and partners to improve the effectiveness and accountability of housing and infrastructure projects.

• Coordination and Representation: Support the development of housing and infrastructure aspects of recovery and humanitarian sector strategies, guidelines, and tools relevant for UN Habitat Syria and provide technical support to relevant Sectors; represent UN Habitat Syria as required in various coordination groups and forums; develop partnerships with key housing actors to implement the Housing Sector Recovery Plan.

• Other duties as required.


Qualifications
Education:
• Bachelor degree in Civil Engineering or Architecture or Urban planning;

Experience:
• 4 years’ experience in urban planning, planning of housing schemes and rehabilitation of houses, and understanding of urban infrastructure and service requirements;
• Conversant with efficient use of MS Office Software and Windows environment;
• Experience of working under difficult conditions and under pressure;
• Work experience and proven capability to identify, plan, direct and carry‐out housing and infrastructure projects in conflict situations similar to Syria

Salary and Benefits
