Under the general supervision of the designated Programme Officer in the respective Field Offices, the Third Party Monitor will:
(1)Conduct regular situation monitoring in specific areas based on requests by the Field Office, to assess the overall humanitarian situation and document the needs of affected populations, in particular of women and children.
(2)Conduct regular visits to monitor programme activities supported by ORGANIZATION, with a focus on:
a)Assessing programme implementation by Implementing Partners through PCAs (Programme Cooperation Agreements) and SSFAs (Small-Scale Funding Agreements) as well as programme implementation by government ministries and agencies according to the ORGANIZATION Syria Country Office Annual Work Plans;
b)Verifying supplies are delivered to target beneficiaries in line with relevant programme documents, and documenting any delays and bottlenecks;
c)Conducting post-distribution monitoring (PDM) of supplies to assess beneficiaries’ feedback in terms of the quality, timeliness and relevance of supplies delivered. Other end-user monitoring of specific programmes will be conducted as required by the Field Office.
(3) Validate results data provided by implementing partners in their progress reports. Report any actual or potential deviation from implementation plans.
The number of programme monitoring visits to be conducted are specified in the Programme Documents agreed with Partners.
Within 5 days following each monitoring visit the Third Party Monitor will produce a trip report according to the standard format provided by ORGANIZATION and will submit the report to the designated Programme Officer in the Field Office for further dissemination and action by the relevant persons.

EDUCATION
• University degree in Civil Engineering
WORK EXPERIENCE
• At least 2 years of progressively responsible relevant work experience in monitoring and reporting. Experience in collecting and compiling quantitative and qualitative data is an asset.
•Experience working in a humanitarian context.
•Experience working with UN or NGO programmes/projects is an asset.

* Capacity to work in an emergency context under stressful conditions and strict deadlines.
* Strong communication and networking skills, including the ability to work in multi-disciplinary teams as well as establishing and maintaining close working relationships with a variety of implementing partners and counterparts at different levels.
* Good computer skills, including experience with various software applications.
