Responsibilities
• Is responsible, in consultation with the team leader, for the final design/contextualization of the non-formal children education programme (emergency and transition, including SLP and summer programmes), in line with NRC's strategy and minimum quality standards.
• Is responsible for planning (time, locations, resources, targets), and coordinating the implementation of the non-formal children education programme in the selected locations and in line with NRC's quality standards.
• Manage the Non-Formal Children Education Team in implementing the non-formal education programme and supports them to further build their capacity and expertize.
• Is responsible for developing and or revising training and learning, recreational, PSS materials and tools for non-formal education activities for children, in English and Arabic, and organizing and facilitating trainings/trainings of trainers/workshops.
• Is responsible for ensuring, together with the Education Assistants coordinated, and in consultation with the Team Leader, the identification and selection of suitable and safe locations for the implementation of the non-formal education programme.
• Contribute to the development of the outreach strategy, and is responsible for the identification of key resources for the implementation/facilitation of the non-formal children education programme in the supported communities (e.g. community mobilizers, community focal points.). Establishes and maintains effective collaborative relationships with the local communities.
• Assesse and decides, in consultation with the Team Leader, the beneficiary identification and selection methods for the children non-formal education programme and ensures, together with the Education Assistants coordinated, that a fair process is conducted in all assisted communities.
• Contribute to need assessments, area profiling, and initial assessments in current or new operation areas (including the design of assessment tools, data collection, analysis and report writing, as per need) and informs decisions on area/community selection, programme response and approach, based on own capacity and knowledge.
• Ensure the monitoring, quality check, and evaluation of all non-formal education activities for children - including the design of monitoring and evaluation methodology and tools, data collection, spot visits, data analysis, and writing of regular activity implementation/monitoring/evaluation reports.
• Contribute to identifying and/or strengthening collaboration and dialogue between NRC and relevant stakeholders (including schools, (I) NGOs, private sector organizations, community member representatives, etc.), depending on the programme objectives, needs and context.
• Contribute to building synergies with other components of the education programme ( non-formal education activities in schools, youth emergency education, etc.) and other core competencies - in particular with the ICLA (for awareness sessions and counseling) and Shelter (for temporary learning spaces and other types of support) teams. Constantly liaises with relevant departments, as per need.
• Set minimum requirements and contributes to the recruitment of external consultants /mobile resources needed to support the implementation of the non-formal education programme. Ensures that their work assignments are properly managed and documents. Liaises closely with the Programme Support Assistant.
• Is responsible for confirming suitable safety conditions with the relevant NRC departments and colleagues prior to any activity conducted by the managed team in the field.
• Is responsible for ensuring that the Children Non-Fomal Education team prepares all administrative, logistical, and financial arrangements and documentation regarding the non-formal children education programme as per NRC standards.
• Participates in the development of communication tools (ex.: newsletters / Success Stories/ Briefing Notes)
• Can be deployed temporarily to other field locations for initial assessments, the delivery of education assistance in emergency, initiation/ planning/ coordination/ implementation/ monitoring/ evaluation of non-formal children/youth education activities, recruitment of education staff (permanent and/or mobile) and/or capacity building. Can be re-allocated temporarily to other positions or requested to support other education activities that require a similar expertise, as per the education programme priorities.


Qualifications
• Minimum Bachelor Degree.
• Previous experience from working in a humanitarian/recovery context, preferably as a project officer.
• Previous experience from working in a complex and volatile context
• Previous relevant experience of minimum 3 years from working in education for children and/or youth (planning, implementing/overseeing the implementation and reporting education activities/projects)
• Experience in coordinating teams.
• Fluency in English and Arabic, both written and verbal.


Specific Vacancy Requirements
• Minimum Bachelor Degree, preferably in education, social work, or any related field.
• Experience in designing/adapting learning/recreational/PSS materials/programmes for activities with children.
• Experience in facilitating activities with children or trainings for trainers (ToT) related to education/learning/recreational activities/ programmes for children and youth (minimum 3 years)
• Knowledge in pedagogy, didactic, child development and evaluation of learning
• Experience in community mobilization, outreach, and successful liaison with key stakeholders (e.g. communities, schools, etc.)

In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
