Responsibilities
Generic responsibilities
• Adherence to NRC principles, policies, guidance and procedures
• Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
• Promote the rights of beneficiaries in line with the advocacy strategy
• Participate to the development of the NRC Country/Area LFS strategy
• Assist the programme development (approaches, methodologies, monitoring and reporting), adjustment or review
• Participate in designing specific technical and social assessments and present recommendations
• Ensure proper project monitoring of LFS project activities
• Support the Line Manager in the coordination with the sectors, working groups and other stakeholders including National and Local authorities, International / local NGOs and UN Agencies
• Provide the LFS team with technical support, training and other capacity building opportunities
• Ensure coordination with the other NRC Programmes
• Any other tasks as assigned by the line manager

Specific responsibilities
• Supervise needs assessments, market assessments, and price monitoring
• Contribute to the design and implementation of appropriate M&E mechanisms
• Ensure timely procurement and distribution of materials and equipment
• Monitor projects’ budget and flag challenges
• Support training of NRC and partner staff on LFS programming
• Contribute to the identification of new projects, areas of intervention, and partnership options
• Attend meetings with NRC counterparts, prepare notes and follow-up on actions needed for project implementation and monitoring
• Flag implementation challenges, and propose solutions to overcome them
• Submit regular reports as per Line Manager’s request
• Support Line Manager in finalizing reports on projects’ progress to donors
• Support Line Manager in drafting concept notes and project proposals



Qualifications
Generic professional competencies:
• Experience from working in a humanitarian/recovery context
• Previous experience working in complex and volatile contexts
• Previous experience working in LFS Programmes
• Good knowledge of English
• Strong Microsoft Officer skills
• Previous experience in leadership positions

Context/ Specific skills, knowledge and experience:
• University degree in Agriculture, Nutrition, Veterinary Medicine, or related field
• Prior knowledge of the rural context in Syria
• Problem solving skills

About us
NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. All the programs are implemented in close coordination with governments and local authorities.
The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
