Responsibilities
1. Under the leadership of the Program Manager, the Program Officer will follow up on the implementation of programs and meeting with Partner staff responsible for various program components. He/she will monitor the progress of work towards achieving the goals, objectives and indicators of each project.
2. In coordination with the Supervisor, the incumbent will establish a reporting mechanism to collect project data from field officers to be used for project reporting, monthly, situation reports, proposals, etc.
3. Collect information from news sources, records, reports and other reliable and verifiable resources and prepare periodic and ad hoc reports on project and country activities, as directed, in a timely manner.
4. Assist the organization and the Partner in conducting needs assessments, and related data analysis and reporting.
5. Organize data and information; prepare and maintain records and documents for the monitoring of project implementation.
6. Draft project reports and related documentation, including tables and data sheets for review by Supervisor. Prepare background information for use in discussions with Partner, donors, and other entities and organizations.
7. Assist the organization and the Partner in developing concept papers and proposals for submission to potential donors and partners.
8. Respond to inquiries regarding specific project data that may be required.
9. Participate at inter-agency coordination meeting as directed by supervisor
10. Carry out specific administrative/operational tasks for project activities as directed.
11. Perform other duties as required or assigned.


Qualifications
A. Knowledge, Skills and Abilities: Strong knowledge of Syrian and Middle Eastern operating and cultural context is required; Possess strong organizational and critical thinking skills; possess knowledge of and exceptional skills in monitoring and evaluation. Fluency in spoken and written English is required; knowledge of Arabic is strongly preferred.

B. Competencies: organizational skills, teamwork, time management skills; documentation; Tenacity in observing procedures, regulations, local laws and other requirements in implementing and maintaining programs; ability to think strategically, analyze issues, and make appropriate recommendations. Proficiency in spoken and written English is required; Arabic is preferred.

C. Education: Bachelor’s degree in a related field of study.

D. Experience: Minimum 2-year experience of working in similar contexts in the humanitarian sector; experience of working in complex and politically-sensitive contexts is preferred; Experience working in Protection sector is a plus; proposal and report writing skill and experience is desirable.
