Responsibilities
A. Technical Coordinator:
• Contribute to the development of the education strategy and programme development.
• Develop education specific technical guidance, tools, mechanism.
• Contribute to organisational learning through the provision of specific technical analysis, research, lessons learned and reports.
• Develop training curricula and provide specific technical learning or/and training for project staff, project partners and other relevant stakeholders.
• Responsible for supporting accurate and high quality Monitoring and Evaluation of NRC/partner Education activities, in collaboration with Project Coordinators and education team.

B. Project Coordinator:
• Line management of Education project staff
• Contribute to education strategy development, project proposals and provide input on needs and gaps
• Manage and implement delegated portfolio of education projects (activities, budget and project documentation) as delegated from programme manager in line with proposals, strategies and donor requirements, and ensure high technical quality
• Promote and share ideas for improvement and necessary changes in the activities
• Provide regular progress reports to programme manager
• Ensure capacity building of project staff and transfer key skills.
• Responsible for supporting accurate and timely Monitoring and Evaluation of NRC/partner Education activities, in collaboration with the Technical Coordinator and education team and takes timely and appropriate action depending on results.

C. Joint Responsibilities:
• Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
• Liaise and collaborate with relevant local authorities and other key stakeholders
• Promote the rights of IDPs/returnees in line with NRC’s values
• Adherence to NRC policies, guidance and procedures
• Any other task that ensured the timely and quality design and implementation of the education strategy and programming in Syria.



Qualifications
Generic professional competencies for this position:
• Minimum 3 years of experience of project/programme design, management, implementation, and/or monitoring and evaluation in humanitarian/recovery contexts;
• Minimum 3 years of experience in the education sector
• Experience in managing teams
• Experience from working in complex and volatile contexts;
• Technical Education expertise;
• Documented results related to the position’s responsibilities;
• Knowledge about own leadership skills/profile;
• Fluency in Arabic, both written and verbal;
• Fluency in English, both written and verbal;

Context related skills, knowledge and experience (shall be adapted to the specific position):
• Knowledge of the context in Syria;
• Experience of working with local partners is beneficial.

It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. All the programs are implemented in close coordination with governments and local authorities.
The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
