Responsibilities
-Assist and support the DCD for Programs in all his/her tasks related to programs. Namely:

-Assess on-going humanitarian situation and gaps, reporting to DCD for Programs with recommendations for Oxfam's strategy and response. Participate in proposal development and report preparation and submit pre-final drafts to the DCD for Programs;

-In collaboration with the DCD for Programs, take the lead in defining and coordinating a humanitarian emergency response; ensure contingency plans are prepared, updated regularly, teams fully aware and ready to respond;

-Co-manage the Project Managers: 1. Ensure Project Managers have excellent understanding of: a) the purpose of the projects they are managing and b) the administrative requirements of the project grants. 2. Provide Project Managers with required support and guidance to ensure efficient and effective implementation; 3. Work with the Project Managers to ensure qualitative and timely implementation as well as anticipate challenges with a view to addressing them in a timely manner and to quickly identify and -coordinate responses to difficulties that may arise; 4. Ensure excellent coordination with Area Managers and DCD Programs in co-managing Project Managers.

-Determine in coordination with Damascus and field teams whether Protection, Safeguarding and Gender are indeed mainstreamed into programs and that these are indeed implemented on the ground in a participatory and gender/child/disability/elderly-sensitive way to the greatest extent possible in view of external restrictions and/or security; make recommendations accordingly; ensure any ensuing measures taken are carried out;

-Ensure good overview and grasp of all project implementation with a view to identifying successes and weaknesses; accordingly make recommendations/collaborate with DCD for Programs in finding solutions to problems that may arise. Roll out these solutions with the Program Teams, working as required with other departments. Identify reasons of success for future replication and with DCD for Programs ensure teams get credit;

-In consultation with the DCD for Programs, work with Program Teams to identify program organizational strengths and weaknesses, to accordingly develop and carry out appropriate project plans, timelines and organizational adjustments;

-Monitor program budget, informing the DCD for Programs of variances and/or deficits, accordingly make recommendations and assist in carrying these out. As necessary cooperate with finance and procurement teams;

-Ensures Program Teams incorporate MEAL Lessons Learned into their work;

-Build solid working relationships with external stakeholders and participate in internal and external coordination meetings with or without the DCD for Programs;

-Perform field visits with the DCD for Programs or other team members to confer with regional stakeholders, assess implementation progress and identify needs and issues;

-Deputize for the DCD for Programs during her/his absence;

-Ensure safety and security of staff and beneficiaries are taken into consideration when making recommendations and carrying out activities.

-Abide by and promote all Oxfam humanitarian standards.


Qualifications
-Bachelor or associate university degree (humanitarian and/or development studies, social sciences or other relevant field) with 5 years professional experience; or 8 years relevant professional experience;

-Experience managing multiple and varied humanitarian and recovery programs, especially in a conflict setting with multiple external restrictions. Syria experience and WASH and EFSVL knowledge highly valued;

-Proven program and project management skills including proposal development, planning, team management, monitoring, evaluation, budgeting and report drafting;

-Excellent communication skills. Able to integrate and influence a large multi-national team, among other influence for change as may be required. Supportive, objective and firm. Able to establish good working relationships with government authorities and other external stakeholders at all levels. Diplomatic, cooperative and good negotiator;

-Analytical, in-depth, multi-faceted, innovative and critical thinker; able to express complex information clearly both verbally and in writing; able to present solid arguments to justify recommendations. Keenness for quality. Flexible in approach, able to identify alternatives, able to multi-task. Open-minded;

-Proven numeracy and financial management skills;

-Experience managing grants and implementing projects funded by major international donors (e.g. OCHA, DFID, SIDA, SDC, GAC, UNHCR, UNICEF, FAO, WFP);

-Understanding of and commitment to Sphere, People in Aid, NGO/Red Cross Code of Conduct, CHS. Experience using these humanitarian accountability practices and standards through the project life cycle;

-Genuine care for vulnerable individuals and communities;

-Willingness and interest to learn and professionally grow;

-Relevant university degree or equivalent professional experience;

-Good written and spoken English; Arabic a plus;

-Willingness and capability to travel at short-notice, sometimes in basic conditions, travel mostly by road.
