Responsibilities
Under the supervision of the Humanitarian Programme Manager, the Shelter Settlement advisor is responsible for supporting and monitoring the implementation of all Shelter Settlement programmes /interventions undertaken by Dorcas and its partners in Syria. He or she is supported by the Dorcas Shelter Expert in HO The Hague who will provide technical expertise.

Qualifications
Qualifications
Bachelor degree in (civil) engineering, architecture or other relevant study, Master degree preferred;
At least five years working experience, preferably also with an INGO;
Ability to work on higher strategic level and on practical implementation levels.

Specific Knowledge/Experience
Experience with the design and construction in emergency and recovery settings of emergency and/or transitional and/or permanent shelters;
Experience with the design and rehabilitation of small and medium size buildings;
Experience with urban planning and infrastructure planning;
Experience with emergency camp settings and distribution of NFIs;
Experience in building capacity and backstopping local partners in insecure areas.

General skills
Experience in working with local NGOs and other structures at local;
Experience with providing (technical) trainings;
Be diplomatic, culturally sensitive and result-oriented;
Experience in working in security sensitive environment in complex (post) conflict situations;
Ability to work independently, with limited supervision;
Strong interpersonal skills and professional maturity.

Accountability to Communities and Beneficiaries
The staff member is responsible for ensuring that all relations with the communities we work in are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about Dorcas programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every Dorcas staff member.

Specific Vacancy Requirements
General objectives

Ensure that activities are planned successfully according to relevant quality standards (like f.e. SPHERE) and in close collaboration with the Emergency Shelter and NFI Cluster;
Provide relevant technical expertise/guidance to ensure that technical quality and standards are maintained during project implementation;
Ensure Age, Gender and Diversity (AGD) approach to Shelter Settlement is consistently applied through community and rights based participatory methods;
Work proactively to ensure that the projects are responsive and relevant to community needs;
Ensure a sustainable and environmentally friendly approach to Shelter Settlement;
Provide support to implementing partners related to the Shelter Settlement interventions.
Specific Objectives:
Shelter Settlement
Perform damage assessments and needs assessments related to Shelter Settlement;
Design, develop and guide Dorcas Shelter Settlement interventions in Syria;
Prepare Designs and Bills of Quantities for Shelter Settlement interventions as required by programmes;
Identify funding opportunities and contribute/ prepare Shelter Settlement section of proposal;
Support cash voucher interventions related to shelter and NFI
Perform market assessments related to shelter and NFIrsquo;s
Identify training/ livelihood opportunities related to shelter and establish training;
Provide support to logistics and planning of shelter
settlement interventions.

Coordination tasks
Collaborate and coordinate effectively with the rest of the team;
Liaise with the relevant Technical Working Groups / Cluster and their participants/ partners;
Identify and interact with existing Shelter Settlement initiatives in Dorcas area of operation, including UN, GO and NGO, and community initiatives;
Liaise with donors and other stakeholders;
Attend Shelter Settlement clusters and share info with relevant parties/ colleagues.

Team work
In collaboration and coordination with the programme team, provide substantial, relevant and quality input towards the strategic direction of the programme in the short and medium term and map out activities, and contribute to the preparation of project proposals and budgets to secure follow on or expansion funding for the Shelter
Settlement portfolio as per identified needs;
Provide input and regularly review the monitoring information for ongoing programmes together with the Humanitarian Programme Manager, Admin/Finance Officer and Logistics;
Report regularly (as requested) to the Humanitarian Programme Manager;
Translate relevant documents or information during coordination visits and provide field monitoring reports;
Develop team capacity also of local partner agencies both at the individual and group level by organising/ facilitating trainings internally or through specialist Agencies / individuals.

Monitoring tasks
Ensure that lessons learned in the course of implementation are integrated into the programme to ensure that it remains responsive and relevant;
Contribute to refining of data collection, monitoring and reporting tools, and to the harmonization of Shelter Settlement methodologies and tools across the area(s) of operation;
Ensure the respect of Dorcas Code of Conduct, the confidentiality and humanitarian principles and contribute to the integration of and AGD mainstreaming into Dorcas programming;

Specifics of duty station
The Shelter Settlement Advisor will be based in the Dorcas Office in Damascus, Syria with regular travel to the project areas.


Salary and Benefits
The contract period is for 6 months initially, with the possibility of extension, starting as soon as possible. We offer a Dorcas contract with a competitive salary.
