Responsibilities
Project Coordination:
• Establish and maintain working and collaborative relationships, and coordinate with stakeholders in Aleppo governorate on matters related to implementation of the project to secure their continuous support. This includes the implementing partner, governorate and district authorities, local organisations and communities, contractors and international organizations;
• Hire required project staff and engage volunteers in cooperation with Aleppo Area Manager; work with the Gender Focal Point based in Aleppo;
• Ensure coordination with Programme and Support teams at Head Office; establish and maintain communication and consultation with the EFSVL Advisor, Gender Coordinator and Partnership Manager at Head Office.

Technical and operational support to project design and implementation:
• Develop and oversee project work plans (mid-term and annual) and budgets based on expected project outputs and results;
• Cooperate with Monitoring, Evaluation, Accountability and Learning (MEAL) team to track performance monitoring analysis and adjust implementation accordingly; in cooperation with MEAL identify and synthesis best practices and lessons learned.
• To the extent possible, ensure compliance with the FSL Sector standards, WoW and conditions
• Ensure Oxfam’s staff and Partner under this project have a good understanding of the project’s goal and objectives, the logical framework and budget;
• Ensure all project procurement is carried out according to Oxfam procurement procedures and in a timely manner;
• Maintain on-going communication with implementing Partner and, in cooperation with Oxfam Partnership Manager, provide support to Partner as may be required;
• Provide guidance, support and feedback to project team to ensure a well-functioning team and quality of their work;
• Oversee through weekly field visits day to day operations and implementation of project activities; provide technical guidance as may be necessary;
• Proactively identify and manage potential obstacles and risks the project may face, propose and implement mitigating measures and, if needed, contingency plans;
• Based on specific vulnerability, technical and impact factors, and the consultation with different communities in the targeted districts (Jebel Samaan and As Safira districts) select the exact targeted community(s). the selection should ensure the highest level of impartiality, independency and community engagement.
• Objectively and impartially assess the vulnerability and markets (goods and labour) of the population in the selected target area(s) in coordination with concerned authorities and other organisations operating in the area;
• Starting from the inception phase, ensure highest community understanding and participation in the implementation of project’s activities
• Ensure project activities are implemented according to global humanitarian minimum standards and best practice (among which Core Humanitarian Standards, Sphere standards, Charter for Change);
• Set up a monitoring agreement with the partnered NGO, with a dual emphasis on compliance and risk management for funds and goods, as well as a monitoring plan to measure the impact of the capacity building programme on organisational capacity and ability to implement good quality programmes;
• Develop and update budget spending plan in cooperation with the finance department, and Funding/Compliance Department.

Reports and Documentation:

• Ensure timely preparation and submission of donor and internal narrative and financial reports;
• Collaborate with Oxfam funding team in order to ensure that all reports are in compliance with donor and internal requirements;
• Report any incident that must be brought to Oxfam's attention (e.g. security, accountability, safeguarding, code of conduct, external interference);
• Strictly adhere to Oxfam’s data protection standards for beneficiary, partners and staff in regard to data collected for project purposes;
• Archive all project related documents (soft and hard copies) according to Oxfam and donor regulations;
• Collaborate with the communications team to document project progress through photographs, videos or blogs or facilitate access of communications staff to field locations for data collection; and provide material that supports Oxfam’s strategic communications.

Other duties:


• Coordinate and collaborate with Oxfam's communications team to facilitate documentation of project progress through photographs, videos and other forms of external and internal communication and provide material that supports Oxfam’s strategic communications. Work with the Area Manager and other staff to arrange and support field visits of in-country and out-of-country staff, which enable the production of a variety of communication materials;
• Fully adhere to security protocols and procedures and ensure that all staff working on the implementation of the DANIDA project also adhere to them. Contribute to on-going security management and planning as necessary;
• Any other task that your line manager may ascribe to you in order to successfully fulfil your duties.


Qualifications
• Relevant university degree (social sciences, agriculture, economics, development) with 3 years work experience or minimum 5 years work experience implementing humanitarian and development projects, preferably with international and/or Syrian NGOs, SARC, UN agencies;
• Effective project management skills;
• Leadership and team management skills; and ability to communicate effectively;
• Knowledge of agriculture, food security, local economies and markets, community mobilization; social norms in the area
• Understanding of gender issues;
• Strong analytical and planning skills, including critical thinking; ability to prioritise;
• Good knowledge of the English language, including written English;
• Strong coordination skills, including of one’s own team and external direct and indirect partners;
• Diplomacy, tact and negotiating skills are essential;
• Strong communication and interpersonal skills with a diverse range of people, including with rural populations;
• Ability to work effectively under stress in emergency situations, in a leadership role and as part of a team;
• Understanding of and commitment to humanitarian principles and quality standards for humanitarian response.
• Good analytical skills.
