Responsibilities

Attend the coordination meetings of the EFSLV, WASH, Gender, GBV & Protection Sectors in the governorate and represent Oxfam through prior coordination with Oxfam Office.
- Hold regular meetings of the working group (local organizations and volunteers) to organize the work and to promote sharing of information; and share the minutes of meetings with the Programme Managers.
- Coordinate with stakeholders on matters related to the implementation of Oxfam projects in the governorate (International Organizations, Local Organizations, Local Authorities….).
2. Situation Assessment, Monitoring and Evaluation:
- Assess the needs of the population in the targeted areas in the field of Food Security and Livelihood in the governorate in coordination with the concerned authorities and operating organizations.
- Supervise the implementation of Oxfam's activities and share follow-up reports with Oxfam office.
- Conduct regular situation monitoring in specific areas based on requests by supervisor, to assess the overall humanitarian situation and document the needs of women, adolescents and children (affected populations).
- Conduct regular visits to monitor programme activities supported by Organization, with a focus on:
A. Assessing gender sensitivity in programme implementation by Partners through Cooperation Agreements as well as programme implementation by government ministries and agencies according to the Organization Syria Country Office Strategic Annual Work Plans;
B. Conducting post-distribution monitoring (PDM) of supplies to assess beneficiaries' feedback in terms of the quality, timeliness and relevance of supplies delivered. Another end-user monitoring of specific programmes will be conducted as required by supervisor.
C. Verifying supplies are delivered to target beneficiaries in line with relevant programme documents, and documenting any delays and bottlenecks;
. Reporting:
- Report on the needs assessments in the field of EFSLV WASH to the Programme Managers in Oxfam Office.
- The number of programme monitoring visits to be conducted are specified in the agreement Documents agreed with Partners.
1. Validate results data provided by implementing partners/ suppliers in their progress reports. Report any actual or potential deviation from implementation plans.
2. Extend required support for planning and implementation of programme projects to ensure gender minimum standards are considered.
3. Within 5 days following each monitoring visit the monitor will produce a trip report according to the standard format provided by Organization and will submit the report to the designated direct and matrix supervisors for further dissemination and action by the relevant persons.
4. Perform any other gender relevant duties requested accordingly.

4. Documentation:
- Archive documents relating to the projects implemented (soft and hard copies) and share them with the team if requested.
- Take photos to document the stages of the organization's work: 1. Photos before the implementation 2. Photos during implementation at each stage 3. Photos after implementation; and share them with the Programme Managers in Oxfam Office.

Qualifications
- *Required experience: at least 3 years’ experience in field work.
- *Required Academic background: University degree (Faculty of law or/and social science are preferable or any similar academic specialization).
- *Good command of both Arabic and English

*Capacity to work in an emergency context under stressful conditions and strict deadlines.

*Strong communication and networking skills, including the ability to work in multi-disciplinary teams as well as establishing and maintaining close working relationships with a variety of implementing partners and counterparts at different levels.

*Good computer skills, including experience with various software applications.
