Responsibilities
Working as an important member of a diverse team who are committed to serve the world’s most-vulnerable, with practical and compassionate care the Logistics Manager is key to the efficient and effective running of the country office and the programme. This role is responsible for managing the Logistics department including day-to-day Logistics, mid and long-term planning as well as strategy. As well as line management responsibility for staff involved in support roles, the Logistics Manager may also represent Medair at relevant meetings with contractors, local authorities, NGOs and other stakeholders

Major Duties and Responsibilities:

Logistics Management:

- Oversee transparent, accurate, timely and cost-efficient procurement of goods and services for country programme – including country office operations and programme requirements across Medair’s 3 bases (Damascus, Aleppo and Deir ez Zor) – adhering to Medair policies and donor requirements and in compliance with local Syrian laws and regulations
- Ensure supplier database is created and maintained reflecting supplier status
- Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items
- Provide planning support and advice to Area Managers and others making procurement requests.
- Oversee accurate and effective warehousing and management of stock and other assets in line with programme requirements and in compliance to Medair policies and donor requirements
- Oversee management of IT and Communication equipment and needs ensuring accurate up to date inventory lists and personal equipment lists, regular equipment maintenance as well as ensuring that all GSO-recommendations regarding ICT are implemented
- Oversee effective and efficient operations for transportation and fleet requirements – including scheduling, maintenance
- Oversee rental (including liaison and negotiation with landlords) and general maintenance of Medair Damascus office facilities and ensure logistical requirements are met in an accurate, timely and cost-efficient manner
- Ensure that logistical aspects of security and safety management across all bases are maintained – including emergency stock, facility security, crisis management tools, fire management, etc.


General Management:

- Ensure countrywide uniformity of Logistics structure, and that all Logistics-related activities are in compliance with Medair policies and guidelines, donor requirements as well as local Syrian laws and regulations, including accurate and timely documentation, archiving and communication with Medair’s Global Support Office (GSO)
- Monitor Logistics sections of budgets and track related expenditure. Follow up as necessary including timely information and budgetary comments regarding any realignment
- Ensure a clear and transparent paper trail is in place for all logistical transactions (e.g. purchase requests, waybills, stock control, asset tracking, etc.), that records are accurate and kept in an orderly and timely fashion and that the filing (archive) system is in line with Medair and donor requirements.
- Submit accurate and timely internal reports as required. Contribute on request to external reports. Review and follow up as necessary.
- Ensure that systems are in place for the prevention and detection of possible fraud, and conduct monthly spot-checks of Logistics departments across all bases
- Represent Medair at relevant national and local meetings with government officials, and proactively engage with contractors, other NGOs, etc., reporting back as applicable to Country Director, staff, field managers and HQ

Staff Management:

- Reflect the vision and live the values of Medair, provide all Logistics personnel (in Country Office and across bases) with leadership, advice and support
- Manage and oversee Country-Office Logistics team as well as provide technical support to Logistic functions on Medair bases, ensuring that all logistics-related procedures are clearly documented and readily available to other bases
- Identify skill gaps, and implement job and site specific trainings to ensure that Logistics personnel members across all bases possess the knowledge and skills commensurate with their responsibilities and implementation of Logistics-related activities are in compliance with all requirements
- Provide feedback on all Logistics personnel through regular performance evaluations.
- Hold regular team meetings with the Logistics team, reviewing team and individual objectives and ensuring team members are kept informed of issues relevant to their work

Communication:

- Develop and maintain a transparent, honest and supportive communication structure with all colleagues to ensure they are kept informed of Logistics-related activities and requirements and that transparency and accountability is maintained
- Facilitate timely, cross-cutting communications with the field bases, and to provide effective and efficient Logistics support to enable to the delivery of project outputs, including management of procurement plans to meet agreed milestones.
- Collaborate and coordinate with Programs and Finance teams to ensure integrated and harmonized operational systems.
- Develop and maintain positive relationships with suppliers, local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships.

Delegated Responsibilities:

- Accurate and timely documentation and implementation of all Logistics-related policies, procedures and guidelines, and ensure that all staff across all bases are fully familiar, have access to, and adhere to them
- Development documentation and implementation of robust support-related systems designed to ensure the security of the office, apartment and staff, and to prevent the theft of Medair assets and equipment and the fraudulent use of Medair resources
- Line management of assigned staff, including recruitment, performance monitoring, disciplinary action, etc.
- Representation of Medair at meetings and through relationships with external partners (e.g. contractors, suppliers, local and national government officials and other NGOs)



Qualifications
Essential Qualifications and Experience:

- University degree in a relevant subject such as Logistics, Business Administration or in a relevant technical subject
- At least 5 years of progressive post-qualification managerial experience at an appropriate level and in a relevant profession.
- At least 3 year working within an INGO environment, managing Logistics.
- Experience of managing engineering contracts.
- Excellent English (spoken and written)
- Excellent Arabic (spoken and written)
- Computer literate with good working knowledge of Microsoft Excel, Word and Outlook.

Desirable Qualifications and Experience:

- Post-graduate degree in the humanitarian sector
- Leadership training

This is a position based in Damascus with possible field visits (subject to staff safety procedures and movement approvals). Working week is 5 days per week, Sunday to Thursday 8:30 – 16:30.

This position requires flexibility with possible travel to Aleppo,Der Ez-Zor, Lebanon or Jordan for training or meetings.

Salary and Benefits
We offer an interesting job with Medair and competitive remuneration. We will offer the successful applicant 3 months contract on current projects inclusive of 3 months' probation period, renewable dependent on both performance and funding for subsequent projects.

Salary and conditions will be in accordance with Medair Terms of Employment for National staff and relevant experience.
