Responsibilities

-Program management
• Plan and conduct Education and Protection technical assessments
• Follow the implementation of the activities and adapt the project schedule
• Provide technical support to the Education and Protection team
• Ensure that all required tools, guidelines, work standards and templates are available for the project implementation and create efficient tools if needed
• Centralize projects methodologies and tools
• Make sure that the project documents are properly filled and timely sent
• Data collection and analysis related to the ongoing project
• Monitor the projects indicators
• Ensure a proper coordination and communication with all relevant local authorities (line Ministries & municipalities) and partners (SARC, UN Agencies)
• Create and follow a database of 4Ws in coordination with Damascus team
• Evaluate project activities, promote and share ideas for improvement and necessary changes in the activities
• Give the communities a sense of responsibility and ensure the handover of activities to the communities in accordance with the aims and objectives of the projects
• Attend coordination meetings with external partners, locality, SARC etc and send a minute to the line manager
• Follow-up of Government and Humanitarian Actors strategies, experiences and learned lessons and share with the line manager

-Strategy
• Develop a good comprehension and understanding of the roles of different stakeholders (including public, private and community) in the intervention areas, proposing adequate strategy and methodologies to improve stakeholder’s capacities and coordination and the sustainability of projects
• Design project activities and prepare activity chronograms
• Take a proactive stance to identify areas requiring intervention
• Conduct assessments to evaluate education and protection needs, applying participatory approaches and self-assessment processes with beneficiaries
• Mobilize the community and stakeholders in the definition of the objectives, outputs and activities needed to improve Education possibilities and address protection issues
• Based on participatory assessments results and knowledge of learned experiences of other stakeholders, elaborate written documents justifying the most pertinent strategies and methodologies to improve TGH projects
• Mainstream gender, environmental and equity issues in all strategies and methodologies proposed

-Logistic and Administration
• Manage logistical and administrative issues related to the implementation of project activities
• Make sure that logistical, administrative and financial procedures linked to program implementation are established and alerts her/his superiors if gaps are observed in order that corrective action may be taken
• Assist the logistics department in the preparation of the procurement plan at the beginning of the project, prepare purchase requests, tendering documents, follow up the tendering process, give acceptance of payment
• Prepare the cash forecast related to the project on a monthly basis in collaboration with TGH administrative department
• Follow the expenses related to project activities and crosscheck with the administration department on a monthly basis
• In coordination with logistic team, create and update monthly data base of Education and protection item prices in all areas of intervention and the local suppliers data base

- Staff Management
• Participate to the recruitment of the operational team under her/his management in coordination with his line manager
• Monitor the work of the staff under her/his management
• Ensure the administrative management of her/his team (daily attendance, leaves management) in collaboration with the HR department
• Conduct Education/Protection staff meeting in a regular basis and ensure good communication and coordination within the team
• Conduct staff appraisal under her/his management
• Ensure that her/his team complies with TGH internal rules (disciplinary management when needed)
• Build capacity of the managed team: perform regular performance evaluation, give working objectives, adapt the job description, identify the needs in terms of capacity building, and conduct trainings

-Reporting:
• Report on the project activities in a weekly basis with detailed and accurate analysis
• Participate to the reporting of project activities (to donors, local authorities & partners)
• Participate to writing of concept note, proposal, report and budgets or any document for donors
• Provides feedbacks about programmatic and strategic issues

-Security
• Contribute to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information related to safety concerns to her/his line manager and Head of Mission
• Ensure the respect of the security guidelines and their update on the sites

-Communication
• Respect TGH communication channel
• Provide HQ with photos, success stories (Website, Facebook, and Twitter) on regular basis


The tasks and responsibilities described above are not exhaustive; additional tasks could be requested by the line manager


Qualifications
Education: University degree in Education / Protection qualification or equivalent experience and Diplomas
Experience:
-4 years of work experience in a similar position, preferably within an INGO
-Significant experience in team management.
-Proven experiences of working within in child protection, education, community based approach.
-Proven experience of working with children and adolescents.
Language: Advanced level in English and Arabic (oral and written)
Technical skills:
-Good knowledge and experience in project cycle
-Knowledge of project management.
-Experience in community mobilization, protection and conducting outreach activities.
-Very creative, active, positive, pro-active and flexible.
-Knowledge of the Education/Protection System in Syria and Standard Operating Procedures for Child Protection.
-Good communication and reporting skills.
-Good social skills to establish relationships with children, families and communities.
-Strongly motivated by humanitarian work.

Computer skills: Proficient user of MS Office (including Word, Excel, Outlook and PowerPoint) and engineering softwares; knowledge on GIS softwares

General skills:
• Autonomy and rigor
• Good analytical skills
• Management of priorities
• Good coordination with partners


Specific Vacancy Requirements
The Education and Protection Program Manager is responsible for the management of TGH Education and Protection projects in Syria. This includes WASH in school projects.

Location: Based in Hamah & Syria, regular field trips

Established in 1994 TGH is an International Non-Governmental Organization (INGO) designing and implementing emergency, rehabilitation and development programs. Its action includes several areas of expertise within a comprehensive approach: the programs fall within the fields of Education; Water Hygiene & Sanitation; Food Security, Livelihood & Rural Development. In 2018, TGH operates in 10 countries and manages 70 programs.

TGH has been registered in Syria in May 2017 and works under the coordination of the Syrian Arab Red Crescent (SARC). Both Organisations have agreed to cooperate in order to enhance their common objective of offering humanitarian aid to the Syrian affected people that need help wherever it is possible in the country. The main TGH sectors of activities in Syria are WASH and Education.

A preliminary assessment in the WASH sector has been carried-out by TGH from 18th July to 27th July 2017 under the coordination and with the support of SARC. Another one has been conducted by TGH team and SARC in Hama in October 2018. Since then TGH has field based staff in Hama carrying out all TGH activities in Rural areas.
