Responsibilities
• Support with the preparation and/or review of technical document for bidding process such as scope of Works, tender packages, tender evaluation, contracting and selection of appropriate partners, consultants and firms as per the requirement of the programme and Oxfam policies.
• Undertake and/or review preliminary or detailed designs (preparing, writing and assembling drawings, schematics, masterplans, design calculations and reports, technical specifications).
• Contribute towards the planning of the projects including identification, technical feasibility and assessment, develop and/or review project proposal, budgets and detailed cost estimation and preparation of workplan.
• Monitor the construction projects for quality and timely implementation and track the progress against the contract and agreed workplan and take appropriate remedial measures.
• Conduct regular field visits and collate data and contribute to preparation of accurate and timely reporting on outputs. Review monthly reports of infrastructure project including review and clearance of monthly or progress payment.
• Liaise with stakeholders, both internal and external to the organization, including the implementing partners , relevant ministries and involved authorities. Attend meetings and prepare and review reports, minutes and correspondence.
• Ensure community participation in all project cycle phases.
• Assist partner’s team in conducting Technical Training for staff and volunteers.
• To conduct technical and humanitarian assessment and feasibility survey for the targeted areas
• Ensure proper Record keeping for the progress of the activities. Soft and hard copies.
• Actively participate in weekly management and team meetings.
• Coordinate, arrange and participate in meetings with Oxfam partners
• Attend relevant technical working groups and EFSVL cluster co-ordination meetings in area of operation.
• Coordinate construction activities with other local actors (governmental and non-governmental).
• Ensure the integration of gender, protection, HIV, environment and other crosscutting issues to the design, implementation and development of the activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled.
• Weekly (or each time when necessary) written and oral report to line manager.
• Preparation and sharing of feasibility and technical reports
• Preparation of weekly plans and sharing with line manager
• To perform any other work related tasks assigned by supervisor.

Qualifications
• Bachelor/Graduate degree in Civil engineering, Environmental/Water resources or public health engineering or equivalent, Master degree is preferred
• Experience: Minimum three years of professional post graduate experience (i.e. after University Degree) in agriculture infrastructure construction or in water supply systems at increasing levels of responsibilities, preferably in a humanitarian organizations NGOs.
• Experience in rehabilitation of water supply schemes/wells construction and rehabilitation is mandatory.
• Demonstrable experience of water project implementation, including project design, preparing drawing & BoQ, technical analysis and dealing with tendering and contracting for water supply and irrigation systems . sound ability & experience in planning and implementing (both in emergency response / recovery and long term development)
• Proven technical skills and proven experience of project cycle management.
• Knowledge and experience of undertaking assessments and analyzing the results.
• Knowledge and capacity to understand community-based approaches, particularly related to the water committees support.
• Experience of working with local partners including local authorities and of mentoring and capacity building of team / partners including training facilitation skills.
• A sound understanding of the importance of gender and participation in Humanitarian work.
• Works supervision experience either under contractor’s or and/or community’s contract.
• Ability to present concise reports, reflecting the problems and possible solutions.
• Willingness to travel at short notice, and often in difficult circumstances.
• Very good understanding of spoken and written Arabic and English is essential.

• Practical knowledge in terms of wells construction and rehabilitation, mechanical and electrical engineering and pumping system.
• Knowledge of AutoCAD and similar engineering programme.
