Responsibilities
Technical
o ensure CTP is designed and implemented based on strong community based needs and market assessments including gender analysis, delivery mechanism, feasibility and risk assessments;
o support the team to implement project that take into consideration; population needs, capacities, seasonality, gender/ cultural norms, informed choice, national regulations, markets; safety nets, conflict sensitivity etc.;
o collaborate with WaSH team, gender to ensure integration of responses and standardisation of approaches;
o provide input to design appropriate vulnerability and targeting criteria for various forms of planned CTP;
o ensure feedback and learning captured during monitoring is reflected in programme design;
o ensure accountability in the programme by understanding feasibility of various transfer modalities for beneficiaries;
o maintain flexibility in the programme design to respond to changes in markets and currency;
o Liaise with the concerned authorities and other stakeholders on livelihood and resilience building projects;
Operational
o provide guidance on the implementation of CTP activities in Aleppo northern rural, effective approaches and methodologies for the cash distribution;
o initiate and manage the beneficiary registration and verification processes with local communities;
o work closely with the logistics & procurement team to identify service providers to participate in cash distribution activities; ensure selected and contracted as per the agreed criteria;
o work closely with finance team to ensure payment of cash to Selected beneficiaries are accurate and according to the criteria;
o ensure Livelihood staff are trained in: reporting and accounting for cash effective data collection, data analysis and using lessons learnt and best practices in planning and implementing cash programming;
Monitoring and evaluation
o work closely with the MEAL team to design appropriate monitoring frameworks for various cash activities (baseline, DDM, PDM, end-line, market and price monitoring);
o conduct regular monitoring visits to the field to ensure quality programming is being carried out by staff; monitor field activities, i.e. appointments, meetings, cash distributions, monitoring and beneficiary follow-ups.
o work with the MEAL team to organise regular lessons learnt events/exercises to strengthen learning within the ESFVL team.
o Support the MEAL team in evaluating the impact of project and produce lessons learnt reports; socialise lessons with colleagues to ensure accountability in future projects.
o Undertake project identification, development, monitoring and technical supervision of this project;
Team work and staff management
o take part in regular team meetings and events; engage with project manager and colleagues to receive and provide constructive feedback regarding team activities;
o ensure direct reports have access to tools, skills and trainings they need to competently complete their activities;
o hold regular 1:1 meeting as an opportunity to engage with staff, provide feedback and listen to concerns.

Qualifications
o First university degree or equivalent in a relevant discipline (preferably economics, social/livelihoods development, political science, humanitarian assistance, international affairs) or substantial community development experience;
o Trained in CTP (preferably must have attended CaLP level 2 training or an equivalent training elsewhere);
o At least three years of experience in market analysis; appropriate community mobilisation, food security & livelihoods, in emergency, and cash programming in early recovery setting;
o Good knowledge of Aleppo northern rural (area and context).
o Experience delivering one of more types of CTP; cash for work, [electronic] vouchers, conditional or unconditional cash transfers;
o Experience leading or taking part in livelihoods needs assessments and market assessments incorporating gender and conflict analysis;
o Considerable experience of training and capacity building and ability to carry out training needs analysis and develop capacity building strategies based on this analysis. Mentoring and coaching skills;
