Responsibilities
The Logistics Officer will work under the supervision of the Finance and Admin Officer and in coordination with the Project Manager, and will be responsible to follow up the implementation of the following tasks.

Procurement Activities

Planning and supervising the day-to-day procurement activities ensuring an efficient implementation of the procurement procedures in the projects while maintaining compliance to GVC standards and protocols. This includes but is not limited to the following:

- Planning: Together with the Finance and Admin Officer and the Project Manager, determining and updating the procurement planning according to the incoming requests/orders, product availability (shortages/surpluses), delivery times, budgets and other relevant factors, proceed to relevant ‘market compilation’ per needs allowing scale savings;
- Processing: Being responsible for receiving the procurement requests from requesters, ensuring the correct preparation and filling of procurement documents (templates, contracts, validations etc.), updating the procurement follow-up tool and archiving of the procurement documentation in order to guarantee the quality, compliance, availability, traceability and coherence of procurement files; the procurement process includes national and international tender preparation and launch, in accordance to donor procurement guidelines;
- Sourcing-Assessing: Regularly assessing the market for new suppliers to supply the recurrent needs of the mission and seeking products/services that offer the best value for money within the shortest timeframes. Negotiating prices and proposing new suppliers to be validated. Developing and maintaining relations with different suppliers in order to ensure a stable supply of goods or services, matching expected quality. Submitting and collecting quotations and tenders following the GVC procurement policy.

Fleet Management

- Coordinate the usage of GVC fleet and prepare weekly plan in coordination with GVC staff in the field and the Project Manager in Damascus;
- Implement the correct usage of logbooks by GVC staff in Damascus and in the field;
- Report on fleet and fuel usage and submit monthly fleet and fuel follow up reports.


Equipment and warehouse Management
- Manage assets including and not limited to laptops, PC’, printers, phones and other communication materials;
- Organise equipment and other stock following GVC guidelines of effective warehouse management tools and management of equipment database;
- Organise and control materials stored in warehouses, follow the GVC warehouse management procedures to ensure effective stock control;
- Relate with the staff in Damascus Office to solve logistic needs ranging from stationary to general;
- Assure the proper organization and efficiency of Damascus Office;
- Liaise with the field personnel to manage equipment and stocks, and liaise to purchase and deliver;
- Any other task not here listed and necessary to the projects and activities.


Qualifications
- At least 2 years of previous experience in a similar position in NGOs will be an asset;
- Valid Driving licence for at least 2 years.


Salary and Benefits
