Responsibilities
Security System
• Support area team to develop and maintain a security management system, which includes the security management strategy and plan as well as related SOPs and welcome package and allows for the continuous updating of security measures in line with Oxfam mandatory policies and standards
• Support to the area manager and other senior staff during safety/security incidents and be the focal point with the Syrian police force and security agencies under the area manager/head of Safety and Security supervision




• Support the area manager/ head of Safety and Security in gathering of reliable security information; and identifying the security learning/training and development needs of staff
• Provide safety/security briefing to the area team and recommend security levels and write short monthly security situation report
• Support the day-to-day implementation of Standard Operating Procedures
• Act as security focal point for Oxfam internal safety/security incident report for both the humanitarian and area programme team
• Ensure all drivers are aware of the relevant aspect of the security management plan (e.g. car tracking system etc) with regards movements and driving in Syria. Ensure driver briefings are conducted with specific regards to safety and security for all new drivers, and refresher sessions for all drivers at regular intervals or following a security incident

Analysis
• Support the development and maintenance of a comprehensive context analysis and risk assessment. Maintain contacts with all relevant stakeholders to develop a network and build relationships with key actors to ensure gathering of reliable security information
• Attend relevant security / safety management meetings; namely the INGO security forum but also any other information sharing sessions within the humanitarian and UN network
• Undertake regular and ad hoc field security assessment missions as necessary, in order to gather information and to analyse the overall security situation in existing and potential areas of intervention.
• Escort all missions to the field as needed.

Awareness/Training
• Support area staff in identifying the security learning and development needs of staff, coordinating and/or delivering training if needed
• Ensure that all staff and visitors receive appropriate security briefing on arrival and immediately following any security incident (‘lessons learned session’) and provide security update during team meetings
• Ensure that the Welcome Pack and Security management plan are updated regularly and contain relevant security information with appropriate security level at country and program location level
• Ensure that an appropriate system is in place to provide security information to visitors in advance of their arrival
• Carry out any task reasonably assigned to you by your line manager or designated person

Qualifications
• Practical experience of security assessment, planning and implementation of procedures, ideally in the context of UN or INGO humanitarian operations
• Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances
• Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities
• Ability to advice and support field staff in a consultative manner
• Able to advise and train on specialist skills to other departments / teams
• Proven ability to organise work effectively and supporting others
• Successfully manage conflicting priorities
• Ability to plan, prioritise and organise own work
• Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts
• Willingness to travel at short notice, and often in difficult circumstances
• Demonstrate an interest in, and an understanding of Oxfam’s approach to security management and collect context information on daily basis
• Take responsibility for own work and delegated project/processes (including some leadership)
• Anticipate problems and regularly provide solutions
• Keep abreast of internal and external events that may influence role




• Pro-actively adapt and improve standards and working practices
• An understanding of the importance of gender in humanitarian work.
• Ability to speak English and Arabic, and excellent English writing skills
