Responsibilities
• Participate in role specific induction training at Medair Office – Aleppo and read all relevant documents (including Medair’s ethical policy documents) before commencing role.
• Attend the site every day defined by Project Officer and that contractors are working there on Medair engineering contracts, spending sufficient time to monitor all aspects of the work. Occasionally this may include Fridays. Arrival and departure times are to be recorded in the Site Record Book or on the relevant device provided by the project officer.
• Establish and maintain a good relationship with contractors and all other relevant local stakeholders.
• Ensure on a daily basis the contractor has measures/provisions onsite for site safety and health of workers and reports/records occurrence of accidents/related incidents immediately.
• Ensure that the contractor is consulting with beneficiaries and providing appropriate measures/provisions for the safety and comfort of the residents of each household.
• Inspect quality of materials/prefabricated work elements supplied against standards prescribed in the BOQ/BOC and report to SNFI officer any discrepancies identified.
• Daily tracking of project progress according to the project schedule.
• On request, tracking of cost expenditure against budget.
• Monitor material deliveries, quality and storage provided by the contractor.
• Proactively identify problems/disputes and identify solutions in conjunction with the contractor. Keep written notes in the Site Record Book. The Site Engineer does not have the delegation to make changes to the overall design or specification.

• Inform the project officer on the same day of any major issues or potential changes in project design and agree revisions in writing. Present any agreed revisions back to the contractor.

• Take photographs of relevant stages of rehabilitation as part of record keeping, email on request to Medair Aleppo office.

• Provide a brief written weekly progress report to the project officer.
• Undertake documented inspections at agreed stages in the project completion.
• Provide As-Built Records when the project works are finished.


Qualifications
• Bachelor (or higher) degree in civil or structural engineering (or similar subject, e.g. architecture)
• At least 1 years’ experience in supervision of general contracting works
• Ability to use Microsoft Office applications.
• Excellent written and spoken Arabic.
• Basic spoken English
• Experience of working with an INGO

Desirable:
• Experience in supervision of shelter/rehabilitation works.
• Experience of liaising with local contractors
• Good written and spoken English.
Candidate expectations:

• Strong communication and negotiation skills

• Knowledge of the applications of Microsoft office (Word, Excel, Outlook …)
• Knowledge of Engineering software e.g AutoCAD is an added advantage.

This position is based in Aleppo & Rural Aleppo governorates with frequent field visits (subject to staff safety procedures and movement approvals)
