Responsibilities
Role Summary

The Supervisor is responsible for planning and leading NTS, EORE, Clearance and EOD operations in HALO Syria. They are responsible for the overall deployment and safety of multiple teams, ensuring that all staff under their command fulfil their duties safely and in accordance with HALO’s operational SOPs, that operational activities are conducted as effectively as possible.

Task Group Supervisors will rotate across the supervision of NTS, EORE, EOD, and Clearance teams. They will receive training to ensure they are fully equipped to oversee all operational activities within HALO Syria.

Duties & Responsibilities

Clearance Supervision (Mechanical and Manual):
•Conduct sample physical QC checks on land cleared by teams, and ensure team leaders are conducting 100% QC checks.
•Ensure the safe destruction of all explosive items discovered, personally conducting demolitions or delegating to qualified personnel when necessary.
•Maintain accurate records of all destroyed items and ensure correct marking in the minefield.
•Develop and execute a clearance plan for each assigned minefield, working with senior management to select the appropriate assets and methodologies and ensure the task is completed safely and effectively
•Deploy teams appropriately on a task so that productivity is maximized while safety distances are maintained
•Together with the team leaders, ensure that tasks are set up in accordance with Task Management SOP, including Control Point and First Aid Points
•Keep task map regularly updated and accurately marked and update Task Book on a daily basis. Ensure team leaders are mapping progress of clearance on a weekly basis.
•Provide a task and safety brief on the task for any visitors or guests, and ensure that all visit protocols are followed
•Ensure the task suspension and completion markings and reports are conducted in accordance with SOP.

EOD Supervision:
•In coordination with the Survey and IM teams, work with location operations management to prioritise EOD tasks recorded in the HALO database and reported by the local communities.
•Coordinate planning, daily tasking, and deployment of EOD teams, assigning two daily task orders to each team in line with the Team Leader’s EOD qualification level.
•Assess and mentor EOD operators to maintain competency and enhance field performance.
•Provide technical guidance on item identification and correct procedures, escalating complex cases to EOD Technical Advisors as needed.
•Ensure accurate record-keeping of all explosives issued and safe to move items stored in explosive stores, reporting discrepancies.
•Assist Team Leaders in planning and executing bulk demolitions.
NTS Supervision:
•Coordinate the planning, daily tasking, and deployment of NTS teams across operational areas in Syria based on priorities assigned by the Survey Manager and Location Operations management and ensure alignment with donor contractual outputs (RA, CHA/SHA/EHA).
•Conduct desk assessments to support NTS Team Leaders, making effective use of drone imagery, historical data, and satellite analysis to improve the accuracy of hazardous area identification.
•Support teams in continuously improving the quality and clarity of survey reports.
•Strengthen communication between survey teams and EOD teams to ensure evidence identified in the field is appropriately utilised for EOD callouts or for the identification of polygons in a timely manner.
EORE Supervision:
•Plan, task, and deploy EORE teams across operational areas according to community priorities (accidents, IDPs, evidence findings, etc.). Reassign teams to previously targeted areas every three months for follow-up activities.
•Ensure high-quality delivery of risk education sessions and mentor teams for continuous improvement.
•Enhance and adapt EORE materials to ensure they are interactive and tailored for different audiences.
•Analyse pre- and post-session assessments to evaluate impact.
•Contribute to digital media and awareness campaigns as directed by the donor team.

Operational Oversight and Liaison:
•Conduct weekly field visits with each of their teams, to monitor adherence to safety and operational standards, performing Quality Assurance reviews and reporting any non-conformities.
•Support the induction, training, and mentoring of new and existing staff.
•Facilitate coordination with local authorities and humanitarian partners to avoid duplication and ensure effective information sharing.
•As a leader, ensure that HALO’s high standards are modelled at all times as an example to junior staff.

Medical
•In the event of an accident, ensure all required information is promptly reported to HQ and assist with casualty management and evacuation as needed.
•Collaborate with the Head Medic to ensure casualty evacuation procedures and equipment are appropriate and regularly exercised. Document exercises, record findings, and implement corrective actions as necessary.
•Monitor the mental and physical health of all staff under their command, ensuring good team morale and discipline

Administrative
•Ensure all personnel comply with HALO’s Standard Operating Procedures (SOPs) and maintain familiarity with them to provide guidance and disciplinary action when required.
•Maintain accurate operational and statistical records for all assigned teams. Conduct 100% QC of Survey123 reports and address discrepancies in coordination with IM and team leaders.
•Liaise with the Logistics, Fleet, HR, and Finance departments to ensure teams are adequately supported and resourced and assist team leader in monitoring team equipment
•Monitoring the attendance of each team, ensuring all teams are fully staffed when they deploy. Report any HR or Safeguarding issues through the proper channels to HR and Location Operations Management team.





Qualifications
•A minimum of two years’ experience working in mine action operations – note Task Group Supervisors are only recruited from within HALO’s existing operational staff
•Experience in all of the HALO Syria operational activities (NTS, EORE, EOD, Clearance)
•“Intermediate Care Provider” qualification
•Must complete HALO’s internal “Explosive Ordnance Disposal” course (minimum EOD level 1)
•Must be currently holding a Team Leader or Deputy Team Leader position
•Numeracy literary skills required, computer literacy would be an advantage.
