Responsibilities
Oxfam Syria Programme is seeking a researcher to conduct an integrated gender and WASH analysis; the overall goal of the study is to

1. Assess the gendered impact of the Syrian Conflict on women, men, boys and girls across our intervention areas and their distinct needs and vulnerabilities in relation to WASH.
2. Critically examine the changing gendered roles, access to, control over resources as well as perspectives, capacities and constrains relatively towards each other in accessing WASH services.
3. Critically examine the gendered threats and risk related to accessing WASH services and the coping strategies adopted in meeting their basic WASH needs
4. Identify specific measures to prevent, mitigate and respond to Gender Based Violence and vulnerabilities caused by gender inequality pre-conflict and protracted conflict.

Scope of the Study:

The Consultant is expected to lead on the development of the research tools, methodology and to manage the overall research project. Effectively utilise and adopt gendered analysis tools and analysis frameworks methodologies contextualised to the Syrian context and specific objective of this ToR. The Consultant is expected to:

1- Conduct qualitative and quantitative literature review in relation to the gendered impact of the conflict on WASH needs-vulnerabilities and capacities of Syrians across our programme intervention areas
2- The consultant within this phase will also conduct key informant interviews with key stakeholders within Oxfam
3- Research questions - development and testing
4- Proposing sampling method, selection and locations of the survey (based on Oxfam program areas)
5- Review and revise the research questions depending on the review
6- Develop and select the appropriate field assessment methodology and techniques (subject to accessibility and security)
7- Co-create with the team and MEAL team participants selection criteria, questionnaire and questions for the focus group discussions and interviews with key informant
8- Identifying appropriate data analysis tools , Training of data collectors and practice sessions
9- Managing the data gathering and analysising the data
10-Conduct assessments , Focus Group Discussions and key informants interview (subject to access and security) in pre-identified sample areas
11-Conduct a validation workshop with team and key stakeholders

Deliverables:

1- Draft research outline indicating process, outputs, outcomes and methodology which will include tools. This must be signed off by the WASH programme Manager and technical leads
2- Complete draft zero integrated WASH and Gender analysis (Qualitative and quantitative data) including strategic findings, key conclusions and recommendations for Oxfam WASH programmatic and policy & advocacy submitted to the WASH programme manager and technical advisors; for review, feedback and finalisation within agreed timeline.
3- One day validation workshop, including sharing of the key findings of the gender analysis during a partner's workshop. Revision of the report in light of the workshop.
4- Based on the revised and agreed findings and recommendations, strategies and activities relating to the strategies will be submitted as a strategy.
5- Submission of a final Analysis on an agreed timeline to WASH Programme Manager.


Qualifications

3.A sample of a recently written analysis for a similar assignment
4.A comprehensive technical proposal for the consultancy assignment with methodology. An updated CV including relevant work experience and qualifications of all team members. Only a team member who's CV has been attached to the technical proposal will be eligible to participate in the research.

The program has secured sustainable access to safe water for over one million IDPs and their host communities in its short time through carrying out 43 infrastructure and operation and maintenance for the water systems interventions in the country, as a result of which Oxfam has become one of the leading WASH actors in the country.
