Responsibilities
Scope/Objective:

Under the direct supervision of the Socio-Economic Technical Officer and overall guidance of the Area Manager,
the Project Technical Officer will assist in the implementation, follow-up, and field coordination of livelihoods and economic development activities in target communities.
Functions / Key Results Expected:
1) Administrative support:
• Provide support on procurement, financial and other operational processes.
• Prepare and assist in the preparation of relevant Pillar 1 procurement processes for goods and services, prepare TORs, and bidding document in accordance with UNDP’s rules and regulations, including RFP, RFQ, ITB and contract management procurement within the agreed upon thresholds
• Maintains all Pillar 1 project documents and records (hard and soft versions in the UNDP system) and prepare regular financial and progress reports
• Assists in the organization of workshops, training events and meetings; for Pillar 1 activities
• Assistance in the preparation of budget, provision of information for audit.
• Any other tasks assigned.
2) Planning support:
• Provide support in updating the situation through collecting the information and date, and supporting in area analyses.
• Support in conducting community-based needs assessment, including mapping and assessment of key stakeholders, assessing risks and resources.
• Keep updating needs and opportunities in order to support the team in identifying key entry points for UNDP’s socio-economic recovery initiatives.
• Support in developing the proposals for socio-economic recovery initiatives.
• Keep abreast of ongoing socio-economic recovery in the target area and provide inputs to officer for socio-economic recovery in developing and updating the UNDP Syria’s strategy for socio-economic recovery.
3) Implementation and monitoring support:
• Support in developing annual work plans and implementation plans of the socio-economic recovery initiatives in the target areas.
• Draft the deferent project reports, as required.
• Support in key operational procedures including the preparation of grant and partnership agreements; preparation and processing the payment requests; and other actions as required.
• Support the team in ensure day to day monitoring of project implementations including selection of beneficiaries, community outreach, daily activities etc.
• Support the team in coordinating with implementing partners.
• Support the team in hearing from beneficiaries throughout the implementation including complains, challenges, issues, and any other feedback to ensure quality impacts and protection of beneficiaries.
4) Knowledge management and networking
• Seek new partners and support the team in establish working relationships with key stakeholders at the governorate and municipal levels.
• Support the team in compiling and documenting lessons learnt and best practices and promote innovation.
• Support the team in capturing impacts and changes of beneficiaries and community through the projects and documenting such.
• Support the team in developing communication materials including human interest stories, as well as key messages reflecting the implementation on the ground.
