Responsibilities
Main Objective
Supports the WASH & Infrastructure Coordinator in developing, implementing, and monitoring SI’s WASH and infrastructure programs, ensuring relevance, technical quality, consistency, and compliance with donor, national, and internal standards. Contributes to strategy, program design, monitoring, reporting, staff capacity building, sectoral capitalization, and coordination at all levels.
Strategy & Planning
Contribute to multi-year strategy development and annual review, ensuring alignment with SI’s global strategy and country priorities.
Support program design in line with institutional logic and WASH sector standards.
Participate in logistical, financial, and HR planning with bases and departments.
Assist in operationalizing the sector strategy in accordance with mission priorities.
Development & Reporting
Participate in needs assessments and supervise technical and methodological quality.
Engage in sectoral coordination platforms and identify technical, academic, and operational partnerships.
Support the Grants & Partnerships Department in defining funding needs, preparing Letters of Intent, and updating requirements.
Assist in preparing, reviewing, and finalizing proposals, reports, and change requests, ensuring integration of technical, programmatic, logistical, HR, and financial aspects.
Contribute to donor representation and communication as delegated.
Program Monitoring & Quality
Ensure program quality, consistency, and integration of cross-cutting issues (environment, climate, protection, public health, market-based approaches).
Support compliance with national, international, donor, and SI standards, including sustainability requirements.
Track project cycles, timelines, and milestones with Field Coordinators.
Work with MEAL to design schedules, evaluations, indicators, and risk mitigation measures; integrate recommendations into adjustments.
Promote accountability, participation, and inclusivity for aid recipients.
Conduct regular field visits to monitor progress and provide technical guidance.
Technical Compliance & Accountability
Support deployment of technical frameworks and procedures across the mission.
Ensure proper use of tools, resources, and accountability processes.
Identify and monitor compliance risks; assist bases in implementing corrective measures.
Capitalization & Skills Building
Develop and implement sectoral/programmatic training plans. Deliver technical training in line with operational needs.
Promote capitalization tools and centralize Country Office procedures, guides, and resources. Collaborate with HQ to adapt and improve tools.
Coordination & Communication
Participate in technical and sectoral coordination platforms. Support regular internal coordination with program teams and Field Coordinators.
Align technical, programmatic, and operational priorities with Field Coordinators. Ensure smooth information flow across bases and with HQ technical units.
Prepare and hand over a comprehensive report before contract end.
Qualifications
DIPLOMAS AND EXPERIENCE
Bachelor’s or Master’s degree in Civil/Environmental Engineering or related field; additional WASH/humanitarian training an asset.
Minimum 5 years’ experience in WASH/infrastructure programming in humanitarian contexts. and 3 years in a similar position.
Willingness to travel regularly to field sites, including northeast and northwest Syria.
SKILLS
Proven skills in, project cycle management, donor compliance, and integration of cross-cutting themes.
Strong technical knowledge of water supply, sanitation, hygiene promotion, Solarization, and infrastructure standards. Knowledge in Water Resource Management and Climate Action is an asset.
Experience in capacity building, technical tool development, and sectoral capitalization.
Excellent leadership, coordination, representation, and communication skills; ability to work in complex, multi-base environments.
