Responsibilities
- System Design & Implementation: Develop and manage comprehensive MEAL frameworks, plans, and tools for ongoing projects and new proposals, ensuring alignment with donor requirements (e.g., EU, USAID, UN agencies) and international standards.
- Data Collection Management: Oversee and conduct data collection activities (baseline, mid-term, and endline assessments), ensuring data quality, reliability, and ethical standards.
- Monitoring & Reporting: Track project progress against logframes and KPIs. Prepare high-quality periodic reports for internal management and donors, demonstrating achievements and value for money.
- Evaluation Learning: Lead or contribute to project evaluations and learning reviews. Analyze data to extract actionable lessons and recommendations to improve current project performance and inform future proposal design.
- Accountability Mechanisms: Establish and manage community feedback mechanisms to ensure accountability to beneficiaries and stakeholders.
- Capacity Building: Train project staff and partners on MEAL concepts, tools, and reporting requirements.
- Proposal Development: Work closely with the business development team to design strong MEAL sections for new tenders, including logical frameworks, indicator plans, and M&E budgets.

Qualifications
-Bachelor degree in International Development, Statistics, Economics, Social Sciences, or a related field.
- Minimum of 5 years of proven experience in designing and implementing MEAL systems, preferably within the international development sector or for projects funded by institutional donors.
-Analytical Skills: Strong ability to analyze complex data, identify trends, and translate findings into practical recommendations.
-Report Writing: Exceptional writing skills with experience producing high-quality donor reports and compelling evidence-based narratives.
-Communication & Coordination: Excellent interpersonal and communication skills, with the ability to work effectively with project teams and partners.
-Fluency in Arabic and professional proficiency in English.
-Technical Proficiency:
1- Advanced knowledge of results-based management (RBM) and logical framework approaches.
2- Strong experience with quantitative and qualitative data collection and analysis methods.
3- High proficiency in Microsoft Excel and data visualization tools (Power BI, Tableau).
4- Experience with mobile data collection tools (e.g., KOBO Toolbox, ODK).
