Responsibilities
- In close coordination with the Shelter unit, the Electrical engineer should consolidate technical requirements/specifications for required Electrical shelter needs, rehabilitation, infrastructure, WASH projects, etc. according to the planned shelter requirement related to the Electrical works within camps, urban areas, and rural settings in Northeast Syria or any other tasks related to shelter activities as followings:
- Conduct site visits with the respective units. Facilitate joint assessments, needs analysis, and identification of gaps in all sectors, particularly in infrastructure, shelter projects in camps, urban areas, and rural settings in Northeast Syria.
- Gather information on shelter and infrastructure gaps to enable UNHCR’s decision-making for suitable interventions.
- Well familiar with the codes and applicable regulations/norms to support in the technical designing phase using engineering software and support in preparing draft detailed Scope of Works (SoW), Bills of Quantity (BoQ), drawings, and other documents as required in line with the unit-specific requirements for shelter team to review and prepare.
- Assist in developing implementation plans, and timeframes with project deliverable milestones, including schedules and timelines.
- Regular monitoring of the project including reporting of deviations, discrepancies, and/or deficiencies from the approved design, scope of work and bill of quantity (including materials used), and timeline, as well as proposition of remedial measures to mitigate consequences of deviations.
- Present periodic briefings, attended by both parties, contractor and UNHCR Project Management Team.
- Prepare written progress reports on a weekly basis, recommendations, and proposed ways to address challenges. Additionally, at the completion of each work phase, the Electrical engineer should submit the overall project report, reflecting the history of the work progress in line with the proposed time plan, accompanied challenges, lessons learned, and the impact of shelter programs implemented directly by UNHCR or through partners against the set baselines and indicators as per the guidance and SOPs provided by UNHCR.
- preparing a site monitoring report for the achievement milestones.
- Facilitate joint assessments, needs analysis and identification of gaps though providing gathered information.
- Act as link between the organization focal point and local authority to follow up all facilitation letters requests through the government and report provide feedback on arising issues.
- Collect feedback from the persons we serve on Shelter and other assistance/services provided as per adopted guidelines and SOPs.
- Conduct field visits to location of displacement and prepare situation report up on the request from the organization.
- Perform other tasks as required by UNHCR.



Qualifications
EDUCATION
- University degree in Electrical Engineering at least.

WORK EXPERIENCE

- Minimum (5) years of practical experience in Electrical engineering, solar energy, designing, rehabilitation, implementation, supervision, preparing the arithmetic notes, technical specifications, and Electrical engineering drawings, etc.
- Previous work experience with UNHCR or other UN agencies, particularly in similar operational or humanitarian contexts
- Good leadership, networking skills and good knowledge of the area.


LANGUAGES

- Fluency in Arabic, and basic English language skills.
