Responsibilities
* Manage all GOAL Safety and Security operations in Northwest and Central Syria.
* Provide safety and security briefings to new staff and weekly updates to all staff.
* Liaise directly with the Safety and Access Coordinator daily to update on GOAL Syria Program security issues in North and Central Syria, in addition to updates to the Safety and Security Advisor - SYRIA (SSA-R) if needed.
* Submit the Initial Security Incident Reports for all security incidents at GOAL AoO in North and Central Syria via the online reporting system.
* In coordination with the Safety and Access Coordinator, conduct employability checks for new hires and contractors.
* The Safety and Security Manager will submit the Weekly Security and Safety Reports on the online system.
* The Safety and Security Manager will submit the Daily Security and Safety Report to all staff in Idlib and Aleppo offices.
* In cooperation with the Safety and Access Coordinator, create and manage a risk assessment for all new areas of operations and/or programs in North and Central Syria.
* In cooperation with the safety and Access Coordinator, manage the corporations and partnership between GOAL and LNGOs partners at all the safety and security aspects.
* Manage the weekly travel plan for GOAL staff to and from GOAL AoO in North and Central Syria and ensure that team traveling have the appropriate equipment as required per GOAL safety procedures.
* Ensure that safety and security equipment are well maintained and functional, which includes First aid Kits and Fire Extinguishers.
* Ensure that all GOAL staff and visitors in NWS and Central Syria Offices have an updated ‘constant companion card’.
* Keep a database of all health facilities in North and Central Syria complete with contact information.
* Manage all Goal filed team movements in Damascus and crossing movement to and out of Syria in coordination with Access Coordinator.
* Maintain communications equipment and ensure that all communication systems are functioning, including internet communications, mobile phones.
* Manage and develop an emergency communication tree for GOAL Syria and ensure it is up to date.
* participate in developing and updating the Safety and Security SOPs.
* Work with the Safety and Access Coordinator to develop and implement S&S training plan for GOAL staff in Idlib and Aleppo.
* Ensure the implementation of the GOAL visibility policy and report any misconduct related to it, such as ensureing that all staff in Idlib and Aleppo Offices use their Goal IDs in all their field visits.
* Conduct regular assessments of local transportation and services to ensure effective support for office operations and adherence to compliance requirements
* support in any humanitarian negotiations and communications if needed
* Any other responsibilities as required by the Access Coordinator, and/or the SAA-R.
Qualifications
Requirements (essential)
* BA.
* Minimum Two years’ experience working on security management.
* Attend two of these relevant S&S training (Fire safety, Evacuation safety, Road safety, Premises safety, Negotiation Techniques in Critical Situations, First Aid, Security Risk Management, Crowd Management and Threat Handling, Mine and Explosive Hazard Awareness, Digital Security and Data Protection, Incident Management and Kidnapping Response, Trauma Care in High-Risk Environments) at least and certificated..
* In-depth knowledge of the Syria context.
* Strong context-analysis skills
* A strong communicator who has the capacity to negotiate sensitive issues diplomatically.
* Able to work and manage workload in a highly stressed role and working environment.
* Good spoken and written Arabic
* Good spoken and written English
* Computer skills – Word and Excel
* Ability to work under pressure and react to emergency situations in a calm and logical manner.
* Sensitivity to gender and diversity issues in work practices.
Requirements (desired)
* Living in Idlib or Aleppo to be available 24/7 at emergency cases.
* Intermediate in English Language.
