Responsibilities
Cash Management:
Oversee daily cash inflows and outflows at the Syria office.
Ensure accurate recording and reconciliation of all cash transactions.
Maintain adequate cash flow for operational needs across all locations.
Bank Coordination:
Manage relationships with local banks, including account management, withdrawals, and deposits.
Perform monthly bank reconciliations and follow up on discrepancies.
Coordinate with banks on compliance with local regulations.
Sub-office Oversight:
Supervise and support cash operations in sub-offices across different governorates.
Review and consolidate cash reports submitted by field offices.
Provide guidance and on-the-job support to field finance staff.
Payment Review and Execution:
Review all payment requests and supporting documents for completeness and accuracy.
Ensure that all required approvals and documentation are in place before initiating any payment.
Process payments promptly and in accordance with SAMS policies and local financial regulations.
Maintain a high level of accuracy and attention to detail in execution.
Compliance and Documentation:
Ensure all cash and banking operations comply with SAMS internal controls and Syrian financial laws.
Maintain proper archiving of all payment documents and related approvals.
Coordinate with internal and external auditors and provide requested documentation.
Internal Coordination:
Collaborate closely with program, operations, and logistics teams to ensure timely financial support.
Serve as a communication link between the Syria finance team and the Regional/HQ offices on cash-related matters.
Petty Cash Reconciliation:
Conduct daily reconciliation of petty cash transactions to ensure accuracy and compliance with financial policies.
Verify all receipts, vouchers, and expenses related to petty cash, ensuring proper documentation.
Reconcile petty cash balances with actual cash on hand at the end of each day.
Report any discrepancies or issues to the Finance Manager and recommend corrective actions.
Maintain a detailed log of daily petty cash transactions for transparency and accountability.
Other Duties:
Participate in the development and improvement of cash management procedures.
Assist the Finance Manager with financial reports and other tasks as required.
Perform periodic cash counts and support internal audits.
Qualifications
Bachelor’s degree in accounting, Finance, or business administration
4 years’ experience in Finance management in NGO Sector
Salary and Benefits
The salary will be defined according to the SAMS salary scale.
