Responsibilities
Programme/Unit Summary:
As CESVI scales up its humanitarian response across Syria, the Protection team ensures that protection principles are integrated throughout programme design and implementation. The team delivers quality, accountable protection interventions for vulnerable and conflict-affected populations, with a strong emphasis on protection mainstreaming, risk mitigation, and community-based approaches. Under the supervision of the Regional Education and Protection Advisor, the team coordinates activities in line with CESVI’s strategy and donor requirements, ensuring compliance with international protection standards and humanitarian principles. Core responsibilities include oversight of case management, psychosocial support, protection monitoring, referral pathways, and capacity building of staff and partners.

In a complex and volatile context, the Protection team works closely with programme, MEAL, and operations colleagues, as well as with local authorities, communities, and protection clusters, to ensure safe access, effective service delivery, and timely identification of protection risks.
Position Summary:
The Protection Supervisor is responsible for the overall implementation of protection activities in the project. This includes the provision of specialized and non-specialized MHPSS, identification and referral of vulnerable children and adults, capacity strengthening activities for community members on MHPSS and protection related topics, and the contribution to education establishments and programming to ensure they align and integrate protection principles.
In addition to these technical responsibilities, the Protection Supervisor will also have management and reporting responsibilities, ensuring that team members are supported technically, whilst providing line management duties, including allocation of duties, monitoring of output and interventions, and day to day team functioning in line with HR processes and local context considerations.
The Supervisor will be required to engage and report regularly with management colleagues (both nationally and regionally) as well as ensure CESVI is represented appropriately and accurately in external engagements.
Essential Job Responsibilities:
• Supervise and monitor the implementation of activities as part of the CESVI project (including visits to all project sites)
• Coordinate (as representative of CESVI) with other agencies/NGOs/government bodies/donors to ensure coordination, implementation of minimum standards in the field and identification of protection concerns and gaps
• Technical guidance and leadership on design and implementation of activities
• Coordinate workplans with team members to ensure efficient and effective implementation of activities, in line with protection principles, to a high standard, and to achieve agreed outputs
• Contribute to reporting, both internally and to ensure external coordination reporting requirements are met
• Ensure maintenance of an effective internal referral system in coordination with colleagues
• Design and deliver capacity strengthening activities for CESVI colleagues as well as external actors based on needs, best practice and principles of humanitarian action
• Assist in performing other project related tasks as requested by the Project Manager or management members
• Contributing to the establishment and revision of SOPs, guidance notes, tools and forms that both guide the work, and ensure minimum standards in all interventions.
• Ensure proper documentation and secure storage of any protection data collected (hard and soft copies)
• Provide regular reports as guided and requested by Project Manager
• Supervise and manage a range of protection colleagues, with responsibility of workplan setting, completion of work-based evaluations and the management of team leave planning
• Be willing to provide cover for to ensure smooth operation of activities by directing implemented activities and group sessions when staffing gaps exist
• Keep informed of changes in the context and notify the Project Manager so that responses are aligned to any shifts or trends impacting the protection landscape
• Oversee the creation and implementation of training, PSS and community awareness raising materials used in sessions with individuals, groups and communities
• Adhere to CESVI Children Safeguarding Policy, PSEA Policy, Code of conduct, and report concerns. 
• Strictly respect all HR rules and procedures regarding working hours and leave/sick request and others.

Qualifications
• University degree in Social Work, Psychology, Development, International/Humanitarian Assistance or Aid, International Relations (or related field)
• At least five years of experience working within the protection sector and/or for a Humanitarian sector  
• At least one year experience in team management/supervision experience with demonstrated ability to supervise a range of protection profiles
• Strong negotiation and representation skills 
• Knowledge about donors and their procedures 
• Demonstrated strong computer skills in Microsoft Office, Outlook, PDF 
• Highly organized and detail oriented 
• Good report-writing skills and experience in completing a variety of report styles
• Able and willing to work under stress and with tight deadlines 
• Self-motivated, proactive and flexible mindset 
• Flexible and collaborative approach to working with colleagues
• Ability to exercise sound judgement and make decisions independently  
• Positive attitude and enjoys working part of a team
• Fluent in oral and written Arabic and English.

CESVI is an Italian NGO founded in 1985 and headquartered in Bergamo, Italy. Committed to humanitarian aid, social justice, and sustainable development, CESVI operates in over 20 countries worldwide. The organization began working in Syria in 2023, responding immediately to the devastating earthquakes with emergency assistance.
Since then, CESVI has implemented several projects in Northwest Syria, strengthening the local education system through school rehabilitation, continuous PSS support, and incentives for teachers and staff. Following the change of government, CESVI expanded its operations beyond Northwest Syria and initiated activities in the south (Dara’a Governorate), supported by an upcoming AICS-funded project, with plans to extend interventions to Rural Damascus. Looking ahead, CESVI aims to strengthen protection systems (with a focus on child protection and MHPSS), rehabilitate essential community infrastructure, support emergency livelihoods and climate-sensitive early recovery efforts, and expand partnerships with Syrian civil society to promote localization.
